PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 6 SEPTEMBER 2022 5. REPORTS FOR CONSIDERATION OF THE COMMITTEE 1 MCU22/0062 – APPLICATION FOR A MATERIAL CHANGE OF USE FOR OFFICE AT 2 EMERALD STREET COOROY Author Development Planner, Nadine Gorton Environment and Sustainable Development Department Index ECM/ Applications/ MCU22/0067 Attachments Nil APPLICATION DETAILS Application No. MCU22/0062 Applicant Queensland Property Developments Pty Ltd Proposal Material Change of Use - Office Properly Made Date 13 April 2022 Information Request Date 16 May 2022 Information Response Date 7 July 2022 Decision Due Date 16 September 2022 PROPERTY DETAILS Property Address 2 Emerald St Cooroy Qld 4563 RP Description Lot 47 C 5602 Land Area 1012.00 m² Existing Use of Land Vacant STATUTORY DETAILS SEQRP Designation Urban Zone District Centre Precinct Not Applicable Local Plan Area Cooroy Local Plan Overlays Nil - adjacent to a Character Area Assessment Type Code EXECUTIVE SUMMARY This proposal seeks approval for a Material Change of Use for Offices at 2 Emerald Street, Cooroy. The offices are to be contained within a two-storey building that fronts Emerald Street and gains vehicular access from Wimmers Lane. Whilst the building generally meets Planning Scheme requirements it does not comply with the acceptable outcome for height and carparking requirements. The proposed height encroachment relates to the provision of a parapet to the Emerald Street frontage and is considered acceptable and compliant with the performance outcome whilst the development is 1.5 carparking spaces short. Due to the applicant dedicating 2.0 metres of the Wimmers Lane frontage to Council and providing a pedestrian/cycleway along the eastern boundary the proposed areas of non-compliance are considered appropriate. The matter is being reported to Council due to the proposal’s non-compliance with carparking and the proposed variation to infrastructure charges. Page 4 of 63
