ANNEX C Asset Condition Rating Matrix
Rating Performance Description Remaining
Rating Life
Asset in sound physical condition designed to meet current
standards. Operable and well maintained. Asset likely to perform
1 As New 90 – 100%
its current function with only routine maintenance. No corrective
maintenance work required.
Acceptable physical condition but not designed to current
standards, or showing minor wear. Deterioration has minimal
2 Very Good impact on asset performance. Minimal short-term failure risk but 70 – 90%
potential for deterioration or reduced performance in medium.
Only minor maintenance work required (if any).
Functionally sound asset and components, but showing some
wear with minor failures and some diminished efficiency. Minor
components or isolated sections of the asset need replacement
3 Good or repair but asset still functions safely at adequate levels of 40 – 70%
service. Deterioration beginning to be reflected in performance
and higher attendance for maintenance. Minor maintenance work
required but asset is still serviceable.
Asset and components function but require a high level of
maintenance to remain serviceable. Likely to cause a marked
4 Fair deterioration in performance in short term. No immediate risk to 5 – 40%
health or safety but will need to be monitored to ensure asset
remains safe. Corrective maintenance work required urgently.
Failed or failure imminent. Asset and component effective life
exceeded and excessive maintenance costs incurred. A high risk
of breakdown with potential serious impact on performance. No
5 Poor life expectancy. Health & safety hazards exist which present a 0 – 5%
possible risk to public safety, or asset cannot be
serviced/operated without a risk to personnel. Major
maintenance work or replacement required urgently.
