ORDINARY MEETING AGENDA 18 AUGUST 2022
The probity advisor assessment of the EOI for the DMP PCG process based on the work outlined in
the prepared Probity Report against accepted good practice expectations by Noosa Council has
identified no unresolved exceptions. The documentation and records can defend all processes,
decisions, and outcomes.
In my opinion, the EOI for the DMP PCG has been characterised by objectivity, independence, and
fairness. The process:
• was transparent and appeared to be aligned to relevant legislation, organisational codes,
policies, and procedures.
• was professionally administered and documented.
• was consistently and fairly executed with respect to all applicants.
• utilised appropriate expertise in the evaluation process – the Evaluation team was made up of
senior council representatives with relevant knowledge and was overseen by the Procurement
Manager as Chair and Moderator and the Governance Manager providing probity oversight.
• appropriately addressed the evaluation criteria as set out in the Evaluation Score Card and
Criteria and EOI documents.
In summary, Local Buy’s view is that from a probity perspective, the EOI for DMP PCG Panel’s
recommendations are sound, and the recommended applicants are a true and fair representation of
the consensus reached by the EOI Evaluation Panel.
