                              -   Each panellist reviews all suitably completed EOI’s against an internal matrix linked
                                 to the criteria outlined in the diagram above.
                              -   Evaluations are undertaken by each panel member independent of the other two
                                 panel members.
                              -   Panel members must declare any Conflicts of Interest immediately, to the Panel
                                 Chair for appropriate management when reviewing the applications.
                              -   Panellists have no discussion with each other during the independent phase of the
                                 evaluation process.

                      e   Phase 2 of the Evaluation Process
                              -   Moderated and chaired by a senior procurement officer. Overseen by Noosa
                                 Council’s Governance Manager.
                              -   Panellists come together under direction of the moderator, to compare the skill sets
                                 and qualifications of leading candidates.
                              -   Panellists also contrast leading candidates with the skill sets and qualifications of
                                 existing PCG members using the following overlays to discuss:

                                     =   Complementarity of existing skill sets, backgrounds, and qualifications
                                     =   Regional/Geographic representation
                                     =   Indigenous and inclusive representation
                                     =   Representation of self, versus representation of many
                                     =   Specialist or unique skill sets of advantage

                              -   Panellists reach consensus on top three nominees to be invited to join PCG
                              -   Unsuccessful applicants notified of outcome within 7 working days of the close of
                                 the EO! process and provided with feedback, if requested.
