GENERAL COMMITTEE MEETING AGENDA 12 DECEMBER 2016
Assessment
The proposal has merit and a justified community need which aligns with the Noosa Social
Strategy. This report addresses whether there is sufficient community benefit to justify approval
despite the conflict.
Applicant’s ground
The site is ideally situated to provide a spacious, desirable and relaxed rural setting for clients, an
engineering access study has determined McKinnon Drive can safely accommodate the access
traffic generated by the use, minimum noise impact will occur from the development, and the on-
site infrastructure has been appropriately upgraded to accommodate the use, which is located in
close proximity to a significant town centre.
Assessment
Some of the proposed services provided by Sunshine Butterflies are typically rural in nature and
conducive to a rural residential setting. The administration component is a quiet use unlikely to
negatively impact on the surrounding area. The applicant has demonstrated that traffic generated
by the use can be addressed by some upgrade works to McKinnon Drive. It is agreed that
minimal noise would be generated by the use and the new effluent disposal system can
accommodate daily operation with the addition of portaloos for larger special events.
