GENERAL COMMITTEE MEETING AGENDA 12 DECEMBER 2016

Establishment of a Project Control Group and Tender Evaluation team
Early in 2016 the CEO established a waste contract project control group (WCPCG) to oversee
the development, letting and finalisation of the waste management contract. The WCPCG
subsequently established a tender evaluation team consisting of the Manager Waste and
Environmental Health, Coordinator Waste and Council’s Procurement and Contract Advisor.

Development of the Tender Documents
Draft tender documents were developed by the Manager Waste and Environmental Health in
consultation with waste management staff and the WCPCG. The draft documents were then
referred to King and Company legal services for review and amendment to ensure that the tender
and contract documents complied with contract law requirements, workplace health and safety
obligations and the specifications were consistent with achievable contractual outcomes without
disadvantage to Council.

Objectives of new Waste Management Contract 2017- 2024
The major objectives considered in preparing for the new contract were:
 Expanding existing waste collection and disposal services to achieve the objectives of the
   “Noosa Waste Reduction and Recycling Plan 2016-2024”;
 Inclusion of those recommendations of the Community Jury (the future for Noosa's organic
   waste) that were adopted by Council;
 Finding an acceptable solution to Hastings Street waste collection issues (noise, public
   safety, improved recycling);
 Improving public place recycling and better recycling capacity for commercial premises;
 Improving the ‘Kerbside’ bulk waste collection service;
 Ensuring a smooth transition from the current contract to the next contract to avoid
   community and business disruption;
 Maximise the use of airspace in the landfill through diversion of waste and maximising
   compaction of buried waste; and
 Ensuring a high level of probity surrounding the tendering process.

Noosa / Local Buy Pty Ltd Alliance
As part of its alliance arrangement, Council and Local Buy Pty Ltd (an LGAQ subsidiary)
negotiated to include the new waste management contract under the alliance umbrella of
contracts (with the new contract considered a Local Buy Pty Ltd contract). The tendering process
was managed by Council, with financial and administrative support provided by Local Buy Pty
Ltd. Ongoing administration support for the life of the contract will also be provided by Local Buy
Pty Ltd as part of the arrangement.

Summary of the Letting of Tenders
Tenders were uploaded to LG Tender Box on Friday 1 July 2016 and advertised in both the
Courier Mail and Sunshine Coast Daily on Saturday 2 July 2016. Tenders closed at 2pm on
Tuesday 30 August 2016 after an 8 week tendering period. No tenderer asked for additional time
to prepare their tenders.

During the tender period the Manager Waste and Environmental Health conducted a tender
briefing session for prospective tenderers, in addition to organising 2 inspections of Council’s
waste disposal and processing facilities.
