EXECUTIVE SUMMARY
Not applicable.
RECOMMENDATION
That Council note the report by the Community Facilities Manager to the General Committee
meeting dated 12 December 2016 and:
A. Approve the leasing of the Bicentennial Community Centre (BCC) demountable building to
Montessori Noosa (Education for Generations Ltd) on a 5 X 5 lease, commencing January
2017; and
B. Provide approval to lease the BCC annexe, also to Montessori Noosa, when the school’s
enrolment levels reach sufficiently high numbers, likely within the next two to three years.
REPORT
The Bicentennial Community Centre (BCC) is a large multipurpose venue located within a
community precinct at Sunshine Beach. The venue, which opened in 1988, consists of a main
hall (now permanently leased to Noosa Gymnastics Club), a standalone demountable building
and a separate rear annexe.
The demountable was originally placed onsite by the University of the Sunshine Coast as their
first campus in the Noosa Shire. They vacated the building and shifted to The J following its
opening. Following the University's departure, Council elected to purchase the building and
subsequently leased it to United Synergies / Noosa Flexible Learning Centre for use as a school.
Noosa Flexible Learning Centre vacated the building in mid-2014 following the construction of
their own facility in Girraween Court, Sunshine Beach. Since this time the demountable has
predominately been utilised by Little Seed Theatre Company via an ongoing casual hire
agreement.
Management are seeking Council's approval to enter into a 5 X 5 lease for the demountable,
commencing January 2017, for use by Montessori Noosa, a recently accredited primary school to
be managed by not-for-profit entity Education for Generations Ltd. Montessori Noosa will be
aligned with Little Seed Theatre Company and will independently facilitate continued use of the
building by the group.
The proposed usage is consistent with the building's previous use and will provide a stable
income stream for Council at rates commensurate with those commanded in the commercial
marketplace.
