RE: Response to Information Request (MCU240139) – Material Change of Use –
Caretaker’s Accommodation and Research and Technology Industry -
situated at 7 Woodland Dr, Peregian Beach
Council issued a further information request on 3 December 2024. The following additional
information provides a response to Council’s request items:
1. Amend the design and carparking layout of the building to more successfully
reduce the visual dominance of the carparking area and blade wall
presentation to the street frontage in accordance with the Code.
The design has been amended to reduce the prominence to the streetscape by removing
the signage pylon, includes additional landscaping and a second floor to ceiling window
along the frontage. Other smaller changes are included to the balconies with vertical
elements. A copy of the original and proposed façade render is included below.

2. Provide amended plans and elevations, including Section Plans (north/south
and east/west) showing the highest point from natural ground, with all height
measurements shown in RL’s relevant back to the ground level showing any
exceedance. Also indicate the 8.0 metre maximum building height from
Ground level on the elevations.
All finished building heights are included on the elevation and section plans demonstrating
compliance with the 8m height limit.

3. Provide additional justification that a Caretakers accommodation is needed or
required at the site in accordance with PO2 and AO2 of the Caretaker’s
Accommodation, Dwelling Unit code.
As per the previous approval for the site, the research and technology industries require
specialised servers and equipment on the site. This equipment is required to be secure,
and the caretaker’s residence provides for an additional layer of security for the premises
and the wider precinct – with eyes on the park and street to avoid loitering. The caretaker
unit was also approved as part of the existing development on the site.
4. Provide a plan to identify how gross floor area has been calculated to
determine onsite carparking provision. If there is a carparking shortfall amend
the plans to accommodate the shortfall.
5. Provide additional detail demonstrating compliance with Figure 5.2 of
AS2890.01. The additional detail must be prepared by a suitably qualified
person and include, but not be limited to:
a. Vehicle swept paths demonstrating that the B85 vehicle can
manoeuvre the carpark without colliding with vehicles occupying
adjacent carparks or any columns; or
b. Dimensions of the proposed carpark(s) demonstrate the door
clearances and tapers shown in Figure 5.2 of AS2890.01.
The vehicle swept paths are based off templates by Bax Engineering.
The Gross Floor Area of the Research & Technology areas over both levels is 296m2 as
calculated in the diagrams below. Based on the carparking rate of 1 space per 50m2 – the
required car parking is 6 spaces, plus 1 space for the caretaker’s residence (total 7). There
is also a requirement for 3 motorbikes and 3 bicycles to be provided on site.

The plans have been amended to provide for the required parking on the site in
accordance with the Acceptable Outcomes of the Driveways and Parking Code.
6. Provide revised plans that demonstrate compliance with the min 10%
landscape requirement of the Innovation Zone Code which does not include
conflicting uses such as landscape and parking.
The concept landscape plans have been amended demonstrating 30% landscaping,
which is three times greater than the 10% requirement. The landscaping is provided
around the perimeter of the building to provide a landscaping screen around the built form
to complement the design.
7. Provide amended plans removing the seven (7) motorbike parks shown
throughout M Design’s Development Plans.
The numbers of motorcycles has been reduced to three in accordance with the driveways
and parking code requirements for industrial uses.
8. Provide amended plans demonstrating compliance with Conditions 27, 28 and
32 of MCU23/0008.
The truncation is provided for on the site plans in accordance with MCU23/0008.

9. Provide concept landscape plans designed in accordance with the Planning
Scheme Policy 2 – Landscape. The works must be undertaken by a suitably
qualified landscape architect and include a mixture of trees, shrubs and
groundcovers selected to ensure the built form in softened and buffered when
viewed from Woodland Drive, Rufus Street, and adjacent open space area.
10. Provide revised plans that demonstrate compliance with AO5.6 of the
landscape code which requires landscape is provided between the fence and
the street frontage.
The application is for MCU only, a concept landscape plan is provided to demonstrate
locations for plantings. We request Council condition the requirement for a subsequent
OPW approval for landscaping. Fencing has been setback from the road frontage and the
larger coastal variety species will be chosen to screen the fencing from the road frontage.
