REPORT
The purpose of this report is to provide Council with an overview of the progress of the
implementation of the annual Operational Plan, status of initiatives and details of Council’s quarterly
Key Performance Indicators (KPIs).
1. Noosa Council Operational Plan 2024-25
The Operational Plan 2024–25 was formally adopted by Council on 28 June 2024 as part of the
annual budget process. The Plan is structured to align with the five strategic Themes and Objectives
outlined in the Corporate Plan 2023–28: Environment, Liveability, Prosperity, Future, and
Excellence. It outlines key initiatives to be delivered during the financial year, as well as ongoing
business-as-usual activities, which are further detailed in individual Branch Plans and Service
Profiles.
Council's progress in delivering the Operational Plan is monitored and transparently reported to the
community through quarterly performance reports and the Annual Report. The Operational Plan
2024–25 Q2 Progress Report - Attachment 1 - provides a detailed update on the status of 107
initiatives, both overall and by Theme, that are either completed or scheduled for completion within
the current financial year. Each initiative is assigned to a specific operational area and responsible
officer within Council’s organisational structure. The format of the Progress Report is to identify those
initiatives that are ‘Completed’, ‘On Track’, or experiencing a ‘Minor Disruption’ or a ‘Major
Disruption'.
