REPORT
1. PROPOSAL
The applicant seeks approval to change an existing development approval. The approved
development comprises a residential aged care (RAC) facility, with 96 beds and ancillary uses
(medical, allied health, nursing and respite care) over two levels, and a retirement village which
comprises 4 independent living apartment (ILA) buildings with a total of 54 apartments over two
levels with basement car parking; 55 single level villa style independent living units (ILU’s) and a
central facilities building comprising 20 serviced ILA’s and a recreation centre for all ILU
residents.
The applicant has advised that:
The proposed minor change relates to the Material Change of Use component of the
development approval only. The reconfiguration of a lot approval was enacted in 2013
which has resulted in current Lot 9 on SP252905 and Lot 1 on SP239726 to the south
which was dedicated to Council for conservation / national park purposes.
Several minor changes are proposed to the development approval to bring the approved
product up to current market standards for retirement living and aged care and to reflect the
current preferred ‘care model’ for future residents of all product types.
The specific changes are detailed below:
Yield
The change seeks to amend the yield by:
Removing the 2 respite beds from the residential aged care facility;
Deleting the 20 serviced apartments and replacing them with 15 Independent Living
Apartments (ILA’s) thereby increasing the total number of (ILA’s) on the site from 54 to 69;
Reducing the number of Independent Living Units (ILU’s) from 54 to 53;
Reducing the gross floor area of the central facilities building from 1,017m2 to 973m2
(reduction of 44m2).
