2.3 Existing Road Network
The Noosa Plan indicates Doonella Street is a Major Road, and classifies it as a Sub-Arterial Road, as it
carries through traffic between Noosa Heads, Noosaville and North and West of Tewantin.
2.3.1 Doonella Street
It is primarily used as a bypass for through traffic past the Tewantin business area. It also provides direct
vehicular and pedestrian access to frontage properties. It carries 1 traffic lane in each direction, with
kerbside parking permitted on both sides of the roads.

Table 2-1 Road Classifications
Road Classification Description
This is typically a secondary road carrying between 5,000 and 20,000 vehicles per day,
Sub-Arterial Road and over 500 to 2,000 vehicles per hour in the peak period. They predominantly carry
traffic from one sub-region to another forming secondary inter-regional transport links.
Source: RMS Functional Classification of Roads
The intersections adjacent to the development are Doonella Street & Memorial Avenue and Sidoni Street
and Poinciana Avenue. These are intersection number 50 and 51 respectively in the figure above. Both are
roundabouts.
The Noosa Plan includes a list of proposed infrastructure works, which for these two adjacent intersections
are:
• Intersection 50 – Doonella Street and Memorial Avenue NIL
• Intersection 51 – Sidoni Street and Poinciana Avenue $ 37,500 for works in 2021-2026
Given the very small budget for Intersection 51 for “Roundabout improvements”, it is assumed the work will
not have any impact on capacity and is most likely aesthetic or minor road safety improvements.

2.4 Existing Traffic Controls
Doonella Street has a 60km/h posted speed limit along the frontage of the site.
To the east, the intersection of Doonella Street and Memorial Avenue is a single lane roundabout.
To the West, the intersection of Doonella Street and Sidoni Street has been closed by construction of a
raised concrete median island which has banned all but through movements.
Further west (north) is the intersection of Sidoni Street and Poinciana Avenue which is controlled by a single
lane roundabout.
Immediately to the front of the development is a zebra pedestrian crossing.
2.5 Public Transport
2.5.1 Bus Routes
There are seven bus routes which currently provide public transport services at the vicinity of the proposed
development, along the Poinciana Avenue. Important bus routes and their frequencies are summarised in

2.5.2 Bus Stops
The closest bus stops to the development are on Poinciana Street immediately north of the development at
Tewantin Central. Bus stops 238 and 174 are within 100 metres (<2 minutes walk) of the development.
These two bus stops are serviced by the seven bus routes detailed in Table 2-2 above, and provide excellent
accessibility across the northern end of the Sunshine Coast, including Maroochydore airport.
According to The Noosa Plan, Part 4.3.2, Bus Stop 238 near Woolworths has recently been upgraded to
comply with DDA (Disability Discrimination Act) mandatory requirements at a cost of $125,000.
Similarly, Bus Stop 174 is programmed for a DDA compliance upgrade in 2026-2031 at a cost of $25,000

2.6 Pedestrian Infrastructure
Connected footpaths with proper access and connectivity are provided to the lane way at the rear of the
proposed development which has current pedestrian access to Poinciana Avenue (Tewantin business
district).
There are also pedestrian paths within the development to connect to the existing paths on Doonella Street.
As part of the development construction, the pedestrian paths along the northern side of Doonella Street will
be reconstructed in new concrete.
2.7 Cyclist Infrastructure
A bike storage with 18 spaces is proposed which exceeds the minimum requirement of 15. The number of
bike spaces are anticipated to be adequate for the purpose of this development.
There are widespread pedestrian and cycle paths throughout the Shire Council area, with Tewantin being
within easy riding distance of Noosa Heads.
2.8 Existing Car Parking Context
2.8.1 Car Parking Restrictions
2.8.1.1 Doonella Street
Doonella Street at the vicinity of the proposed mixed-use development has no parking restrictions on both
sides of the road between Memorial Avenue and Sidoni Street. This appears appropriate according to the
low turnover/demand observed during the site inspection.
2.8.1.2 Public Off-street parking
There are two off-street car parks provided by Council. One is immediately east of and adjacent to the
development providing a total of 62 spaces including a mix of unrestricted and 2 hour spaces, and the other
is west of and immediately adjacent to the development which provides 59 spaces approximately half are
unrestricted and the remainder have a 2-hour limit.
The locations of the public off-street car parking with restrictions noted are presented on Figure 2-6.

3 Parking Assessment
This section investigates the proposed parking provisions against the statutory requirements applicable for
the subject development. A car park design review has also been undertaken to ensure compliance of the
proposed design against the minimum standards stipulated in the Noosa Plan and the Australian Standards
(AS2890).
3.1 Proposed Car Parking Supply
The parking rates were obtained from car parking requirement for residents and visitors set out in the Noosa
Plan. The car parking rates adopted to calculate the amount of car parking spaces required are tabulated in
Table 2-1 below.

As summarised in the table above the proposed development requires a total of 52 car parking spaces (for
residential dwellings, visitors and commercial spaces). The current design plans provide 53 car spaces and 8
motorcycle spaces which is considered adequate and compliant with the requirements.
3.2 Car Park Layout
The car park in the proposed development is a basement car park which has direct at grade access to and
from Doonella Street. A total of 53 car parking spaces for the residents, visitors and commercial staff and
clients (inclusive of three disabled spaces, plus eight motorcycle parking spaces are provided. The layout
provided on plan SD02 dated 3/2/2017 complies with the requirements setout in this report.
3.2.1 Car Park Dimensions
The minimum dimensions required for the car park are shown in the table below.

The car park dimensions and column placement for the design plans provided to Greys have been confirmed
to be in generally accordance to AS 2890.1-2004. The detailed design shall use the above classification in
accordance with AS2890.
In summary, the proposed parking facilities satisfy the relevant requirements specified in both Council’s
Parking Code as well as the Australian Standards and it is therefore concluded that the proposed
development will not have any unacceptable parking implications.
12 February 2017 Greys 10
Page 15
Proposed Mixed Use Development, 30-32 Doonella Road, Tewantin
Parking & Traffic Impact Assessment Report
3.2.2 Access Driveway and Internal Circulation
Width of the proposed driveways off Doonella Street are approximately 6m wide. The minimum width for
entry and exit driveways in AS2890 (Table 3.1) is 6m for entry and 4m to 6m for exit.
The layout provides good circulation with the ability to loop around the centre parking. There is only one blind
aisle which services six spaces adjacent to the entry.
The queuing space required at the entry is determined from AS2890.1 Table 3.3 with the Car Park capacity
of less than 100 vehicles, and Peak Hourly inflow for Generally Casual (short staying) and mixed patronage,
the first 100 cars shall be 3% of the capacity of the car park. For a car park with 54 spaces, 3% equates to
1.6 spaces. Taking a queue area of at least 2 spaces at 6m each, the queue area must be at least 12m.
There is adequate queue space for two vehicles (at least 12m) at the entry prior to the first potential parking
manoeuvre.
The existing properties combined provide two driveway crossings. The proposal provides two driveway
crossings, one for entry and one for exit. The Entry is upstream of the zebra pedestrian crossing, and the exit
is downstream of the crossing. The locations of the proposed driveways are approximately the same as the
existing locations.
The circulation of the car park is acceptable and meets AS2890. Of note is the end aisle circulation is only
3.6m wide and would only suit one way traffic. One Way signs and marking shall be installed to ensure only
one way flow through this section.

3.3 Proposed Bicycle Parking and Facilities
The commercial building comprises a total of 728 m2. Therefore, in accordance with the Noosa Plan Part 14
Division 3 – Business Use Code for All Business Uses, fifteen (15) on-site bicycle parking spaces are
required (1 per 50m2).
A total of 18 bicycle parking spaces are provided which exceeds the minimum and is considered adequate.
3.3.1 End of trip facilities
1 locker per 2 bicycle parking spaces, and 1 shower cubicle per 10 bicycle parking spaces are required,
which equates to a minimum of 9 lockers and 2 shower cubicles.
10 lockers, and 2 shower cubicles are provided which meets or exceeds the minimum requirements are is
considered adequate.

3.4 Waste Management
The waste bins are located to the rear of the property at ground level.
Commercial sized bulk bins of 1100L are proposed, including three for mixed waste and three for recycling.
The garbage truck that services the rear of the properties of Poinciana Street would be expected to service
these bins in the same manner, via the rear laneway (Sidoni Lane) from the adjacent western car park as
shown below. The swept path analysis is of an 11m rigid truck. It enters and leaves in a forward direction.

4 Proposed Development
4.1 Proposed development
A total of 10 x two-bedroom residential apartments are proposed at the rear of the development across the
ground and first floor. A total of 768 square metres of Commercial spaces are proposed on the ground floor
at the front of the site.
A basement car park is proposed across most of the site with vehicular access to and from Doonella Street.
The proposed development plans that are the subject of this Traffic Impact Assessment are appended to this
report.
4.2 Traffic Generation
An indication of the traffic generation potential of the development proposal is provided by reference to the
Roads & Maritime Services Guide to Traffic Generating Developments, Section 3 – Land use Traffic
Generation (October 2002).
The RMS Guidelines are based on extensive surveys of a wide range of land uses and nominate the
following traffic generation rates which are applicable to the development proposal:
Application of the above traffic generation rates to the various components outlined in the development
proposal yields a traffic generation potential of 20 peak hour vehicle trips as set out in the table below:
Table 4-1 Peak Hour Development Traffic Generation
Land Use Generation Rate GFA/No. Units Total Trips
Medium Density 0.4 – 0.5 peak hour
Residential Flat Buildings vehicle trips / 1 & 2 10 4-5
bedroom dwellings
Office & Commercial Evening peak hour vehicle
trips = 2 per 100 m2 gross 728 m2 15
floor area.
Total Trips Generated 20
The projected future level of traffic activity should however, be offset or discounted by the level of traffic
activity which could reasonably be expected to have been generated by the previous uses of the site, in
order to determine the nett increase in the traffic generation potential of the site as a consequence of the
development proposal.
Application of the “previous” traffic generation rate nominated in accordance with the RMS Guidelines of
Traffic Generating Developments for the existing land uses for both sites is provided below:
Table 4-2 Peak Hour Existing Traffic Generation
Land Use Generation Rate GFA/No. Units Total Trips

Accordingly, it is likely that the proposed development will result in an increase in the traffic generation
potential the site of approximately 16 veh/h as set out below:
Table 4-3 Projected Nett Increase in Peak Hour Traffic Generation Potential
Land Use Generation Rate
Projected Future Traffic Generation Potential 20 veh/h
Existing Traffic Generation Potential (Estimated) 4 veh/h
Total Trips Generated 16 veh/h
A brief traffic count was conducted at the site frontage for both directions of Doonella Street at approximately
8am on Friday 16th December 2016.
Three 15 minute intervals were observed with the results as follows:
Table 4-4 Peak Hour Traffic Count observed on 16 December 2016
Doonella Street Eastbound Westbound TOTAL
7:45am to 8:00am 184 98 282
8:00am to 8:15am 248 112 360
8:15am to 8:30am 270 122 392
Total (45 minutes) 702 332 1034
Approx Peak Hour 936 443 1379
4.3 Traffic Assignment
Adopting a 50/50% split for trip distribution in and out given the mixed use, the 16 trips generated equate to 8
in and 8 out per hour.
Right turns are already banned due to the continuous unbroken dividing line along Doonella Street between
Memorial Avenue and Poinciana Avenue. This limits access to the development to left-in and left-out only.
Subsequently westbound access to the development will continue past the site to the roundabout at
Poinciana Avenue and conduct a U-turn back towards the site. Similarly, to leave the site and travel west will
require a U-turn at the Memorial Avenue roundabout.
Given the location of Tewantin is in close proximity to Noosaville and Noosa Heads, and the limited
development to the west of Tewantin, it is assumed that the majority of trips would be to and from the east.
During the AM peak hour, the major flow along Doonella Street is eastbound, indicating the major attraction
for traffic is to the east / coast. So adopting 75% to/from the east and 25% to/from the west, the traffic
assignment of the traffic generated by the development is as per the diagram below.

5 Impact Assessment
5.1 Road Network Capacity
An additional 8 trips to the eastbound traffic volume on Doonella Street is less than 1% of the existing
background traffic during the AM peak hour. It is assumed the PM peak hour would be similar, but a reverse
flow (tidal). The PM impacts would be of a similar scale.
Likewise, for the intersection approaches, assuming that the majority of the traffic observed mid-block on
Doonella Street is through traffic (west to east), then the approaches to the roundabouts would have similar
volumes as mid-block.
The development traffic as a percentage of existing traffic is illustrated on the diagram below.

Parking & Traffic Impact Assessment Report
The Noosa Planning Scheme Policy 1 – Information council may request suggests that for developments
involving:
• More than 1 vehicular access point; or
• More than 20 car parking spaces; or
• An access point within 50m of an intersection; or
• Access onto a road other than a local street or neighbourhood collector street;
That a suitably qualified and experienced traffic engineer must undertake detailed Transport Impact
Assessment. Part b).ii. suggests:
the transport impacts of developments with traffic movements on any section of the road
hierarchy, other than local streets, that will mean;
• that the planned capacity (peak half hour) of the road or pathway or intersections
will be exceeded, or
• an increase in peak half hour or daily movements by more than 5% on the road
and pathways network or any one approach of an intersection,
The above suggests that the nominal increase in traffic on Doonella Street is 1% and the maximum increase
to any of the adjacent intersection approaches is no more than 2% which are well below the nominal 5%.
This suggests the development traffic has a negligible impact on the efficiency of the road network.
5.1.2 Driveway access
The warrants for any turning treatments are sourced from Queensland Government Department of Transport
and Main Roads’ Road Planning and Design Manual 2nd Edition, Volume 4A. The graphs for Normal Design
Domain and Extended Design Domain are reproduced below.

As illustrated above, the Normal Design Domain warrants require an AUL(s) type treatment (auxiliary left turn
lane - short) for the left turn. Conversely if considering the Extended Design Domain, the intersection
warrants only a BAL (Basic left turn).
To be conservative, the Normal Design Domain should be used in the first instance. So to provide an AUL(s)
type treatment is normally uncommon for property accesses, except those with very high turning movements
usually from major roads.
An AUL(s) treatment is illustrated below.

So for Doonella Street with a posted speed of 60km/h would typically adopt a design speed of 70km/h, a
Diverge/deceleration length “D” would be 35m.
An AUL(s) layout would look like the illustration in the figure below.

Page 25
Proposed Mixed Use Development, 30-32 Doonella Road, Tewantin
Parking & Traffic Impact Assessment Report
Figure 5-5 AUL(s) turn treatment layout for entry driveway
The existing road shoulder is approximately 2.5m wide, so to provide a 3.0m wide turn lane for 5m, plus the
width of the driveway would require a minor realignment of the kerb and channel. This could be achieved as
part of the new driveway crossover and removal of the existing driveway crossover at the same location,
which requires removal and reinstatement of kerb and channel anyway. The only consideration is that the
alignment of the kerb will be 0.5m from the current alignment.
Whether or not the tapered line, broken continuity line and pavement arrows are warranted to provide a
formal AUL treatment or even if desirable from Council’s perspective for a private development of this size
and nature is not clear. Precedent in the area appears to be simply providing a road shoulder, and not formal
turning lanes.
Given the adjacent parking and residential driveway within the taper, and the fact that there would be
adequate shoulder space available (as per the AUL(s) layout), the recommended solution is to provide the
3.0m wide road shoulder utilising the existing adequate deceleration space provided by the existing parking
ban and adjacent driveway, and retain the edge line as is without formalising a left turn lane.
The projected increase in traffic activity as a consequence of the development proposal is minimal and will
not have any unacceptable consequences to traffic in terms of road network capacity.

5.2 Road Safety Impacts
The following road safety issues were assessed with comments provided under each sub-heading.
5.2.1 Access
Location of the proposed entry and exit accesses are nominally in the same locations as the existing access
for 30 and 32 Doonella Street. There is a minor impact on the pedestrian path being additional traffic
generated by the development. There are good sight lines between pedestrians and motorists which should
minimise any potential conflicts.
The layout of the car park maintains a low speed environment.
Large vehicles are not catered for on the site, only cars. Signage must be erected at the driveway entrance
to indicate the maximum height restriction for the basement car park.
Given the driveways are one way in and one way out, signage and pavement marking must be erected and
installed to illustrate and reinforce the traffic flows.
5.2.2 Adjacent Intersections
The existing accesses to and from the site are restricted to left-in and left-out only. This is proposed to be
retained as left-in and left-out only. Motorists wanting to enter the site from the east will need to make a U-
turn at the roundabout on Poinciana Avenue, and similarly, those leaving the site heading west will need to
make a U-turn at the roundabout on Memorial Avenue.
U-turns at these roundabouts are not uncommon and given the low volume of additional U-turn movements,
the impacts to road safety would be minor.
5.2.3 Queuing
No queuing is expected for entry to the site. As per the off street parking code (AS2890), there is enough
space for two queued vehicles within the site prior to any parking manoeuvres.
5.2.4 Lighting
The zebra crossing at the front of the site appears to have appropriate flood lighting fittings.
Furthermore, street lighting is provided along Doonella Street, however there was no night time inspection to
observe its effectiveness.
5.2.5 Pavement Markings and signage
No changes are proposed for any on-street pavement markings.
Pavement markings and signage within the site must be provided to illustrate and reinforce the directions of
traffic at both entry and exit points, but also throughout the parking aisles, and in particular at the one way
sections.
5.2.6 Speed Environment
Doonella Street is a major road which is classified under the Noosa Plan as Sub-Arterial. It has a sign posted
speed limit of 60km/h as it carries mostly through traffic, but also provides direct access for residential
properties and carries on road cyclists (marked on road shoulder as Bicycle Awareness Zones) and includes
concrete pedestrian paths on each verge.
Observations from the site inspection suggest that most traffic travels at or below the speed limit given the
short length between intersections, and the constraints of parked vehicles and the zebra crossing with kerb
buildouts.
The access driveways are suitably located to allow deceleration on the road shoulder prior to entry, and the
exit will have adequate sight distance to approaching traffic for drivers to select suitable gaps.
12 February 2017 Greys 22
Page 27
Proposed Mixed Use Development, 30-32 Doonella Road, Tewantin
Parking & Traffic Impact Assessment Report
5.2.7 Auxiliary Lanes
While an AUL(s) type treatment is technically warranted, the precedent for the area suggests that a wide
shoulder is adequate for turning vehicles. The current shoulder is only 2.5m wide, which can be widening
locally at the driveway to 3.0m wide to allow turning vehicles to slow outside the through lane which reduces
the risk of rear end crashes.
5.2.8 Roadside hazards
There are trees and power poles close to the edge of the road, however all are located behind kerbs and are
typically at least 2m from the through lane. Notwithstanding these hazards are within the clear zone
(nominally 4-5m for Doonella Street), they are not uncommon.
5.2.9 Bus Stops
There are no bus stops on Doonella Street.
The bus stops closest to the site are on Poinciana Street just north of the site. One of these bus stops has
recently been upgraded for DDA compliance, and the other is programmed for an upgrade soon.
5.2.10 Pedestrians
Sealed pedestrian paths will be provided to connect the development internally and with the existing external
pedestrian paths.
There are currently two driveway crossings for the footpath along the Doonella Street road frontage. Both are
proposed to be retained, however separating entry and exit movements.
5.2.11 Cyclists
5.2.11.1 On-road provision – midblock
The mid-block treatment for cyclists along Doonella Street is a Bicycle Awareness Zone. This is
characterised by the yellow pavement symbols along the road shoulder, and provides warning messages
only. This is in contrast to a bicycle lane which would have white symbols and would require cyclist to ride
within that lane.
5.2.11.2 On-road provision – intersections
The roundabouts adjacent to the proposed site (Memorial Avenue, and Poinciana Avenue) have short
exclusive cycle lanes with green pavement paint on most approaches.
5.2.11.3 Off-road provision – Shared paths
There are no formal shared paths in the immediate vicinity of the site.
5.2.12 Motorcyclists
From observations during a brief site inspection there were few motorcyclists. The development will not have
any motorcycle specific impacts.

6 Summary and Conclusions
Greys Consulting was engaged by Doonella Street Pty Ltd to perform a traffic impact assessment in support
of a development application for a proposed mixed-use development located at 30-32 Doonella Road,
Tewantin comprising 728m2 of commercial space, 10 two-bedroom residential units and a basement car
park.
The assessment outcomes are as follows:
> An investigation of the public transport available was undertaken revealing several bus routes
frequently passing nearby to the subject site at Tewantin Business Centre on Poinciana Avenue which
is approximately 100m from the site;
> A brief site inspection and traffic observation was performed during the AM Peak of Friday, 16th of
December 2016. The site survey data was then used to estimate the approximate existing traffic flows
and to assess impacts of the proposed development on existing road network infrastructure in the
vicinity of the proposed site.
> No intersection modelling was undertaken due to the negligible impact on the existing traffic volumes
on Doonella Street of approximately a 1% increase.
> The proposed parking layout SD02 dated 3/2/2017, is designed in accordance to AS 2890.1-2004
> The driveway entry vehicle crossover should be constructed to provide a short 3m wide lane from the
adjacent through traffic lane in the immediate vicinity of the driveway access and at least 5m of the
approach. This will require a minor realignment of approximately 0.5m for the width of the driveway
and the 5m approach, with the taper from the current kerb line of 1 in 10.
> Provide signage and pavement markings to illustrate and reinforce the one way entry only, and one
way exit only arrangement of the two driveways, plus the 3.6m wide one way circulation aisle at the
northern end of the basement.
> Provide signage to advise the maximum vehicle height catered for at the entry to the basement car
park.
> As part of the car parking assessment, the Noosa Plan 2006 Planning Scheme Policy 26 “Motorcycle
and motor scooter parking policy” (PSP-26), motor cycle parking is required at a rate of 1 motor cycle
per 10 car spaces. At least 6 motorcycle spaces are required. The layout will be modified to include 8
motorcycle parking spaces. In accordance with PSP-26, a credit of 2 car parking spaces can be
applied for the proposed 8 motorcycle parking spaces, which reduced the car parking spaces from 54
to 52 spaces.
> The investigation of the public transport options revealed a good level of bus accessibility to the site.
Given these factors, and the results of the low impact to the road network, this development is
sustainable in transport terms, with acceptable minor impacts.
