GENERAL COMMITTEE MEETING AGENDA 26 APRIL 2016
Initiatives Comment
Rufous Street Project This project is proceeding well. Council has approved the Master
Plan and has also approved the lodgement of the planning
application. The Project Control Group continues to liaise with the
local community to address any concerns. The next step is the
formal lodgement of the town planning application which is expected
to occur before the end of April. Council needs to consider that
application in its capacity as a planning authority.
Noosa Transport Strategy The development of the strategy is slightly behind in terms of timing
with further community consultation proposed.
Koala Policy The policy has been adopted and a draft action plan is currently
being endorsed by Council for community consultation.
Library Strategy The service review has now been completed and it has identified
some long term strategies that should be considered by the Council.
A Councillor workshop is scheduled for 29 April 2016.
New Planning Scheme Background studies are continuing with the first workshop with
Councillors scheduled for 3 May 2016. Current strategies and
studies underway include flooding, biodiversity and transport.
Refurbishment of Munna Point This project is proceeding well. It is on track for completion in early
Bridge May with “top of deck” work to commence shortly. This work will
impact on local traffic flow but is unavoidable to complete the project.
Dr Pages Road Due to recent wet weather, the construction phase is about 3 weeks
behind schedule. At this stage, the project is likely to be completed
around the end of April or early May.
Workplace Health and Safety Our new WH&S Advisor has commenced and is focused on catch up
in terms of systems and policy. This remains a high priority for the
Leadership Team.
Undertake regular service All but one service review has now been completed. The Leadership
reviews Team intends to review how this process works to streamline
reviews. The intention is to focus on how services can be improved
by taking a detailed look at different areas of Council over time.
2. KEY PERFORMANCE INDICATORS
As Council would be aware, KPIs were first developed for our organisation at the beginning of
2014/15. Approximately 30 management KPIs were developed and these are reviewed on a
monthly basis by the Leadership Team. Approximately 15 of those KPIs are reported to Council
on a quarterly basis. They are also reported to the Audit & Risk Committee in detail at each
Audit & Risk Committee meeting.
As far as the CEO is aware, we are one of the few Councils in Queensland to make this KPI
information available to the public via “non-confidential” reports. The KPIs are included in
Attachment 2.
The key issues arising from an assessment of the KPIs for the third quarter are as follows:
Our People
In relation to WH&S, our performance is slowly improving. Our new WH&S Advisor
commenced in February and is based at the Depot with an initial focus on updating action
plans and policies. The Workplace Health and Safety Committees have also been
revamped and a single committee established to better focus our WH&S efforts. The first
meeting of the new Committee is scheduled for 28 March.
