Should Council agree to the funding of the five projects, $360,000 over two years in additional
funding is required. Council has two options with respect to providing the funding, which is to fully
fund the $360,000 now from the Environment Levy reserve (which the NBRF would constrain for
use as required over the next few years), or guarantee the funding to be provided in future
budgets from the Environment Levy. Guaranteeing funding can be problematic should
circumstances change (i.e. the Environment Levy be discontinued by Council in future budgets or
other financial issues emerge). Given sufficient cash is available in the Environment Levy reserve
it is considered that the payment be provided in full to the NBRF immediately. It is considered low
risk that the funds would not be allocated in future years to the submitted projects by the NBRF.
