PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 8 DECEMBER 2015
The subdivision design for 11 detached housing lots to be developed along the George
Street frontage is consistent with the development pattern on the northern side of the street,
which include ~600m2 detached housing lots.
The issue of whether the lots should strictly adhere to the detached housing zone boundary
requires a site based assessment of the development constraints. These are assessed in
greater detail below and can be summarised as:
The lots are located above 5m AHD, which is well above the flood hazard areas for
Tewantin;
No significant earthworks are required to accommodate the subdivision design;
The lots maintain a minimum 40m buffer to Wooroi Creek; and
A 15m buffer to the adjoining Rural Settlement zoned lot to the east (35 George St).
The lot areas outside of the Detached Housing zone are generally located outside of
the Environmental Protection and Riparian Buffer Area.
Lot Sizes
The Overall Outcomes of the Reconfiguring a Lot code seek lot sizes and dimensions
appropriately sized for their intended use, and avoid significant adverse impacts on the
natural environment. The minimum lot size requirements of the Tewantin and Doonan
locality are outlined below:
Zone Minimum Lot Sizes Minimum Average Widths
2
Detached Housing 600m 17m
2
Detached Housing 800m (excluding any access 17m and access handle minimum width is
(battleaxe lots) handle) 4.5m
Rural Settlement 1.5ha Length to width ratio of no more than 4:1
The proposed lots fronting George Street are all greater than 600m2 and range in width from
18m to 28.8m wide. The proposed battleaxe lots range in size from 800m2 to 904m2, and are
slightly less than the minimum lot size requirement as the size also includes the access
easement.
The proposed battleaxe lots adjoin the environmental reserve and are of sufficient size to
allow for vehicle access and suitable house site areas to be developed. Developed houses
on these battleaxe lots will most likely orientate towards the environmental reserve, offering
a vegetated backdrop and high level of amenity, with the net house site areas greater than
600m2.
In addition, the Detached Housing footprint is 6,000m2, which generally allows for 10 x
600m2 + 1 Rural Settlement lot to be accommodated on the site (11 lots). The proposed
subdivision design generally reflects the anticipated lot yield anticipated by The Noosa Plan.
Biodiversity Overlay
The Biodiversity Overlay mapping for the site is of a broad scale and seeks to protect the
biodiversity and ecosystem values of the adjacent watercourses surrounding Wooroi Creek.
The existing house is currently within the mapped Riparian Buffer Area and is proposed to
be retained as part of the subdivision design. The proposed lot areas outside of the
Detached Housing zone are not mapped by the Biodiversity Overlay (see Attachment 2).
The development is located on the higher portions of the site which includes scattered trees
and grassed areas surrounding the existing house. The subdivision design follows the zone
boundary along the western boundaries, with proposed lots 11 and 9 (including the existing
house) setback 40m from the HAT (Highest Astronomical Tide) with Wooroi Creek. This
setback is consistent with the Department of Environment and Heritage Protection’s Coastal
Hazards Technical Guide and the detached housing zone boundary.
