PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 8 DECEMBER 2015
3.3. Statutory Instruments – Planning Scheme
The subject site is located in the Tewantin & Doonan Locality and is zoned Detached
Housing and Rural Settlement. The detached housing use is a consistent use in both zones,
with any Reconfiguring a Lot application subject to code assessment against the following
codes:
Tewantin & Doonan Locality Code;
Reconfiguring a Lot Code;
Landscaping Works Code;
Engineering Works Codes;
Biodiversity Overlay Code; and
Natural Hazard (Flooding) Overlay Code
The application has been assessed against each of the above applicable codes. The
pertinent issues arising out of the assessment against the codes are discussed below:
Tewantin and Doonan Locality Code
Approximately 6,000m2 of the site is within the Detached Housing zone and the balance
29,070m2 area is within the Rural Settlement zone. The Locality Code seeks single detached
housing lots in the Detached Housing zone of a low density development form within a
landscaped setting. The Rural Settlement zone outcomes seeks detached housing on large
lots that respond to, and integrate with site characteristics, including slope and vegetation.
Advice from Council’s Principal Strategic Planner indicates the split zoning boundaries were
applied to this site to reflect that the existing house and the cleared portion of the site has
potential for subdivision, while also acknowledging the site constraints of Wooroi Creek and
the riparian vegetation to the south.
The subdivision design generally accords with The Noosa Plan zone boundaries along the
western portion of the site adjoining Wooroi Creek. However, proposed lots 1, 2 and the rear
of lots 3 and 6 are partially within the Rural Settlement zone (see Figure 5).

layouts. The orange dashed line marks the zone boundary.
