PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 8 DECEMBER 2015
An audit of advertising devices would be useful for the following reasons:
A database or register of all existing advertising devices in the Shire could be
developed from the audit to assist in monitoring signage in the future.
To provide information to owners and tenants on the advertising device requirements.
To provide background data for future planning purposes, including the development
of the next planning scheme for Noosa Shire.
To determine if self-regulation of advertising devices is working and whether the
current Noosa Plan and Local Law requirements are meeting the key features sought.
An audit of all advertising devices in the Shire is anticipated to take 6 to 8 months for 1 full
time officer to complete and could commence early 2016. This is based on the time taken to
complete the survey of the Noosaville industrial area, which included 632 tenancies and the
estimated number of businesses in the Noosa area (approximately 4,000, not including
home-based businesses) as well as other facilities. This will include time spent on site with
the business owner/operator, measuring, photographing the signs and recording the
information. A measuring tool will also be required to accurately and practically measure
each sign and several methods have been investigated for this purpose, with a laser tool
being the most accurate and functional. It is anticipated that the tool, being hand held,
would also be useful on an ongoing basis for DA Planning, the Building and Plumbing and
Infrastructure Planning & Design Branches, in measuring building heights, sight distances
etc.
