RECOMMENDATION
That Council note the report by the Special Projects Officer and Director, Planning &
Infrastructure to the Planning & Organisation Committee Meeting dated 8 December 2015
and:
A. Note the project brief for the new planning scheme project; and
B. Authorise the CEO to make an application to the Minister for an extension of time to
amend Council’s Priority Infrastructure Plan in accordance with the Local Government
and Other Legislation Amendment Act (No. 2) 2015 amendments to the Sustainable
Planning Act (2009) (SPA) sections 997, 979, 983 and 996.
REPORT
The purpose of this report is to provide Council with an overview of the timeline, resource
requirements, estimated budget and various other considerations for the new planning
scheme project. The project brief (Attachment 1) will be submitted as part of the 2016/17
capital works programme development.
Development of the new planning scheme is a significant project for Noosa. It will be a high
profile multi-year project, with long term implications for the Noosa community.
The project brief has been created through a collaborative process facilitated by the Special
Projects Officer, drawing on the extensive experience of the Principal Strategic Planners
who were both heavily involved with the preparation of the 2006 Noosa Plan. These staff
members also assisted with the preparation of and engagement on the Sunshine Coast
planning scheme and have recently managed the process of amendments to the current
Noosa Plan. The brief identifies estimated timelines, resources and budget estimates and
will continue to be refined once a Project Manager has been engaged, and as the project
progresses through each stage.
The two most significant areas of note within the project brief are the estimated timeline and
staff resourcing requirements.
