PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 8 DECEMBER 2015
South East Queensland Regional Plan (SEQRP)
The SEQRP sets out the State Government’s strategic direction, principles and policies for
the South East Queensland region (which includes Noosa Shire).
A review of the current SEQRP is currently underway in response to updated population
forecasts. The State Government is expected to deliver a new draft SEQRP for public
consultation in the second quarter of 2016.
State Infrastructure Plan & Local Government Infrastructure Plans
The draft State Infrastructure Plan (SIP) is currently out for consultation and feedback. The
SIP identifies what the State Government ultimately expects to deliver its infrastructure and
how this can be achieved. Council officers will provide a response with specific feedback on
the 5–15 year opportunities and implementation initiatives by the 4 December 2015
deadline. It is anticipated that the SIP will be released in early 2016.
Local governments are also required to include a Local Government Infrastructure Plan
(LGIP) (previously called a Priority Infrastructure Plan) in their planning schemes. The LGIP
identifies the local government's plans for trunk infrastructure which are necessary to service
urban development at the desired standard of service in a coordinated, efficient and
financially sustainable manner.
Under the current legislation (Sustainable Planning (Infrastructure Charges) and Other
Legislation Amendment Act 2014 (SPICOLA 2014)), from 1 July 2016 onwards, local
governments will be required to include an LGIP in their planning scheme if they intend to
levy infrastructure charges or impose conditions for trunk infrastructure. Details of these
requirements were provided to Council at the Planning & Organisation Committee meeting
dated 19 August 2014 where on 28 August 2014 Council resolved to ‘undertake an
amendment to the Priority Infrastructure Plan in accordance with the recent amendments to
the Sustainable Planning Act 2009 and corresponding new Statutory Guideline 03/14.’
Since that time, further legislative amendments have been introduced with a number of
Planning Bills currently before Parliament and under review by the Infrastructure, Planning
and Natural Resources Committee.
On 20 November 2015, the Local Government and Other Legislation Amendment Bill (No. 2)
2015 was ascended through Parliament. These legislative changes to SPA allow Council to
request for an extension to amend its PIP to a LGIP. Ideally the extension timeframes will be
in line with the planning scheme project timelines.
Planning studies
Throughout 2015, officers have been undertaking planning studies which are required to
inform the preparation of the new planning scheme. This work will continue until at least
mid-2016.
Previous Council Consideration
The report by the Project Leader Strategic Planning to the Planning & Organisation
Committee Meeting dated 25 February 2014 provided background information on the Noosa
Plan, legislative requirements for a new planning scheme and recommended the 2016
commencement of planning scheme preparation. An extract is included below:
