Project Description (Describe the project) |
This project focuses on the development of a new Noosa Planning Scheme — a legislated document used to inform the
future direction of the Noosa Shire with a horizon of 2036.
Linkage to Corporate Plan |
5. Establishing new policies and strategies. |
Project Justification |
The current planning scheme — The Noosa Plan — commenced in 2006 with a projected horizon of 2015. A statutory |
requirement of the Sustainable Planning Act (SPA) is that a planning scheme is reviewed within 10 years of it being made.
While it was partially reviewed in 2014, it was determined that a more comprehensive review and replacement of the scheme
would not commence until 2016.
A new planning scheme is required to meet legislative requirements and ensure a contemporary approach.
What’s in and out of Scope
In scope:
e Determine timeframes and resource requirements for the development of a new Noosa planning scheme.
e Use outcomes of planning studies, strategies and plans to inform new planning scheme.
e Draft planning scheme in accordance with requirements of the relevant legislation and guidelines (at the time of
Project Brief development these are SPA, Queensland Planning Provisions (QPP) and Statutory Guideline 04/14
Making and Amending Local Planning Instruments).
e Responding to legislative changes as required.
e Internal and external consultation (community engagement) on policy directions and scheme provisions.
e Concurrent preparation of Planning Scheme Policies to support the implementation of the planning scheme.
Out of scope:
e This is not a visioning exercise. The vision for Noosa Shire will be captured by documents such as the Sustainability
Principles, Noosa Design Principles and other preparatory studies.
e Preparatory studies — these studies, strategies and plans have individual project briefs, however they are required to
inform the drafting of the new planning scheme.
e LGIP — forms part of the planning scheme and will be developed concurrently with the balance of the scheme and
will require input from strategic planning. Primarily undertaken by Planning & Environment Branch.
