What is the impact to the business of not proceeding?
e Existing planning scheme will lack long term vision and direction for the community.
e Outdated planning scheme which no longer reflects community needs, best practice or Council policy position.
e No further amendments to the existing planning scheme are likely to be approved by the Minister.
e Minister can instruct us to make a new planning scheme or even have one made by a consultant at our expense.
Assumptions and Dependencies impacting the Project
Assumptions:
e Adequate resources and budget to complete the project in a timely manner.
e Timeframes will be dependent on resources and external factors such as state elections**, legislation changes*, new
version of Queensland Planning Provisions (QPP) drafting template, SEQ Regional Plan, etc.
* Planning Legislation is currently under review. Timeframes and legislation references will be updated when new legislation and guidelines are in place.
** State elections could fall in (or before) February 2018 — this has the potential to prolong the State Interest Review process as the government moves into
caretaker mode. Council election will be held in March 2020 which should allow for completion of the planning scheme prior to Council election, however,
this could be impacted by delays from the State elections.
