PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 8 DECEMBER 2015
The consequences of creating two separate parcels is that Section 51 of the Land Title
Act 1994 requires that a plan of survey dedicating a lot for public use (i.e. reserve for
community purpose), may be registered only if that lot has access by way of a
dedicated road or public thoroughfare easement; or the Minister has approved that the
plan may register without access to the lot being available provided specific
circumstances exist (but in reality extremely hard to achieve).

Road access considerations
The most logical location for providing alternative road access to the Reserve is by:
o Constructing currently unformed Road No. 205 between the Wilderness Track
and through to the existing track within National Parks.
o Excising the area of the existing track to the north of Road No. 205 from National
Park and dedicating it as road reserve.
Road reserve No. 205 is located in low lying, poorly drained terrain. There are
overhead power lines through the centre of the road corridor making it difficult to
provide a good track formation (refer Photo A below).
