PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 8 DECEMBER 2015
A land management plan is also required to demonstrate the need and intent for the
change of community purpose and to cover continuation of existing approved secondary
uses.
This approach to the land tenure removes the necessity for dedication of new road
reserve as no new parcels are being created and there is an existing dedicated road
reserve located on the eastern boundary of the Reserve (unformed Road No. 220) which
meets Land Act and Titles Office requirements.
Retain the current vehicular access arrangements and enter into a Memorandum of
Understanding with QPWS for shared maintenance of the existing gravel track to basic
standards as currently exist, relying on their ability to gate the access track to manage
access to the site.
The alternative approach has been informally raised with QPWS regional officers and they
were supportive of the alternative approach.
2. Noosa North Shore Wilderness Track Road Dedication and Reserve for
Recreation & Campground (R.7944) Lot 32 MCH4399 boundary changes
The current Council position is outlined in a Council resolution dated 13 April, 2006 covering:
Adjustment to the boundary of the Noosa North Shore Beach Campground to the
south involving revocation of part of Lot 1010 NPWS 686.
The dedication of road reserve over the existing formation of the Wilderness Track
through Lot 1010 NPW 686 (Regional Park - Great Sandy Resource Reserve),
requiring excision from National Park.
Transfer of the balance area west of the road dedication to National Park (very small
piece of land that would be alienated as part of the road dedication).
QPWS have indicated long standing support for the proposal to legitimise the road corridor
and extend the area of the campground on the basis that significant encroachments have
existed for a long period into the Great Sandy Resource Reserve located to the south of the
campground boundary.
Negotiations were well in hand and the matter even reached Cabinet in 2010 but then the
actions stalled. In the intervening period QPWS have facilitated the needs of tour operators
and provided them with a permit area which is now a constraint on the boundary extension
to the south as per the original Council resolution.
It is recommended that Council agree to the extent of the changes to the Reserve for
Camping & Recreation property boundary as shown in Fig 3 below so plans of survey can
be finalised and the matter reactivated with State agencies. The additional area is in the
order of 3.4ha (subject to survey and negotiations with QPWS and DEHP).
