RECOMMENDATION
That Council note the report by the Executive Officer to the Planning & Organisation
Committee Meeting dated 8 December 2015 and:
A. Agree to engage a multi-disciplinary consultancy to prepare a Master Plan for the
Noosa North Shore Beachfront Campground in order to inform Council of
requirements, associated costs and staging options for upgrading the facility retaining
a “nature-based” low impact approach to the site and style of facilities provided; and
B. Include additional funding of $50,000 in the next quarterly budget review process for
the project.
REPORT
This report proposes that a multi-disciplinary consultancy be engaged to assess options and
develop a master plan, including cost estimates, for the upgrade of Council’s Noosa North
Shore Beachfront Campground. The study is necessary to help Council determine future
requirements, associated costs and staging options to ensure the future sustainable
operation of the facility.
The campground details are as follows:
Lot/Plan: Lot 32 MCH4399, Reserve 7944 – Recreation & Camping
Street Address: 240 Wilderness Track, Noosa North Shore, 4565
Tenure: Crown Land - Council is trustee of the reserve
Area: Approx. 5.88 hectares (partially cleared)
The campground was initially developed under a 20 year lease granted to a private operator
in 1986. There has been limited investment in the campground over the past 30 years
resulting in operational difficulties being encountered on a day to day basis related to site
layout, site capacity, water supply and effluent disposal.
The multi-disciplinary consultancy is necessary to ensure a co-ordinated approach in a
range of specialist areas such as town planning, civil engineering & design, water & waste
water specialists, environmental engineering/scientists and landscaping.
It is proposed that the facility retain the original core objective of providing a “nature-based”
low impact experience similar to high quality National Park campgrounds, rather than its
current role which is approaching the style of a typical “all amenities” caravan park.
