PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 8 DECEMBER 2015
It is considered that this approach is appropriate due to:
1. The limitations associated with being able to efficiently and cost effectively service the
site with disposal of effluent and provision of water supply in the absence of reticulated
sewerage and town water.
2. The Noosa Plan provisions for the North Shore locality and the situation of the site
surrounded by National Park controlled lands. The Noosa North Shore locality
contributes significantly to Noosa’s core values due to its environmental and
recreational attributes. Much of the land tenure is protected for conservation under
National Park or other public land tenure and it is expected that much of the public
land holdings in the area will be listed as National Heritage. The ongoing preservation
of the area for conservation and the maintenance of the existing undeveloped
character are supported by the Noosa Plan. An all amenities “caravan park” does not
sit with the intended land use outcomes for the area.
The campground currently provides a positive financial return and the expectation is that the
camping recreational market will continue to grow with the projected continued population
growth in south-east Queensland, which is the primary market for the campground.
In view of negotiations with the Queensland Government for degraded land within the Great
Sandy Resource Reserve to be included in the camping ground reserve, it is proposed that
the master planning be based around a flexible approach so that the works can be staged
having regard to probable time delays with land tenure changes.
The land tenure matters are part of a package of land tenure issues on Noosa North Shore
that are subject to a separate report to Council at the current round of meetings.
Previous Council Consideration
Nil.
Finance & Risk
Funds will be required to be sourced in the next budget review should Council elect to
proceed with the master planning. Costs for the study are estimated to be in the order of
$50,000, but will depend on offers received from the invitation to quote process. The budget
review process will be used to find funding for the program to the extent practicable (i.e.
savings within the Branch and across the Department if required).
There is risk to reputation and potential for environmental damage if Council does not ensure
that the campground is upgraded to ensure it meets acceptable standards.
Consultation
External Consultation - Community & Stakeholder
Nil.
Internal Consultation
Consultation has taken place with the Director, Corporate Services and Property & Facilities
team, as the report has been prepared on their behalf.
