REPORT
A report on this application was considered by the Planning & Environment Committee meeting
on 7 February 2017. Officers advised at the meeting that further amended plans had been
received from the applicant seeking to address the conditions in the recommendation which
require changes to the development plans. Officers advised at the meeting that a further report
would be prepared for the General Committee meeting providing an appraisal of these further
amended plans and revision to the recommendation where appropriate.
The further amendments to the plans include the following changes:
 Increased setback of the car park structure to the corner of Pelican and Doonella Streets to
allow deep planting of large feature trees to assist in further breaking up the length of the
car park podium to the Pelican Street frontage.
 Setting back the landscape planter boxes proposed on the car park podium immediately
      adjacent the approved building.
These amendments address recommended conditions 8 and 9 and the plans demonstrate that
these further amendments assist the building’s street presentation. Further conceptual
landscape strategy plans have also been submitted demonstrating the intended landscape
treatments to screen the car park podium. These landscape plans show that the car park podium
will be mostly screened, including cars parked at the podium level. It is noted also that the car
park podium will extend above the footpath level over 1m in height for a length of approximately
