GENERAL COMMITTEE MEETING AGENDA 16 MAY 2022

   EXECUTIVE SUMMARY
This report considers a development application for the proposed Noosa Oyster Ecosystem
Restoration Project. The Noosa Oyster Ecosystem Restoration Project is a partnership
between The Nature Conservancy (TNC) and Noosa Shire Council (NSC) formed to deliver
oyster ecosystem restoration in the Noosa River at 4 sites, being Tewantin, Goat Island and
   Noosa Sound East and West.
Council has engaged external consultants Marine Approval Specialists to undertake external
specialist assessment of the application and provide an assessment of the Project against
the Noosa Plan 2020 and the Coastal Protection & Management Regulation 2017. Marine
Approval Specialists conclude that the Project complies with the Noosa Plan 2020 and
relevant codes, in addition to relevant codes of the Coastal Protection & Management
   Regulation 2017.
The site is contained within tidal waters and subject to detailed assessment by State
government agencies. The State Referral and Assessment Agency (SARA) recommends
approval of the project subject to referral agency conditions.
The report from Marine Approval Specialists additionally recommends a Construction
Environmental Management Plan (CEMP) – the key document which will govern site
environmental management practices to be implemented by the appointed contractor for the
works. Conditions of approval have been proposed by SARA and Marine Approval
   Specialists.
The approval is specifically confined to Phase 1 - Pilot Phase of the Project, which has four
defined sites and locations. Phase 2- Ongoing Projects will be subject to further evaluation
and approvals following the initial phase.
