GENERAL COMMITTEE MEETING AGENDA 16 MAY 2022
Internal Consultation
The application was referred internally to Council’s Environmental Services Manager (Acting)
who noted that the proposal was consistent with the documented partnership with The Nature
Conservancy, and comprehensive information has been provided in the technical reports and
restoration plan, no further information was required. It was also supported that the detailed
assessment of the application would be referred externally to provide objective and qualified
assessment.
8. CONCLUSION & REASONS FOR DECISION
The Project has been assessed as compliant with all relevant Codes of the Noosa Plan 2020
and the Coastal Protection and Management Regulation 2017.
The application material includes a range of comprehensive environmental management and
monitoring commitments, primarily documented in the Noosa Oyster Ecosystem Restoration
Project - Project Restoration Plan. These measures should be consolidated in a Construction
Environmental Management Plan (CEMP). We note that this has not been conditioned by
referral agencies. It is recommended that Noosa Council include a condition to capture this
requirement as an important component of the construction process.
It is therefore recommended that the application be approved subject to the Referral Agency
Conditions provided by SARA on 7 April 2022 and the Conditions provided above.
