EXECUTIVE SUMMARY
Nil.
RECOMMENDATION
That Council note the report by the Chief Executive Officer to the Special Meeting dated 10 July
2020 and pursuant to section 174 of the Local Government Regulation 2012, adopt for the 2020/21
financial year its annual Operational Plan 2020/21, provided as Attachment 1 to the report.
REPORT
Council is required to adopt an Operational Plan each year which sets out its projects and priorities
that support it achieving its long term objectives. As required by the legislation, Council’s progress
in achieving the outcomes set out in the Operational Plan is also reported to Council on a quarterly
basis.
The format and content of the 2020/21 Operational Plan was developed to reflect our Corporate
Plan. We aim to have a shorter and more relevant Operational Plan format by not listing every
single project and “business as usual” activity in a large document that loses relevance. Quarterly
reports to Council on the Operational Plan allow Council to focus on progress with the significant
projects. The “business as usual” activities are also reported to Council on a quarterly basis by
Council’s Directors with their Departmental updates.
1 Operational Plan 2020/21 (see Attachment 1)
The Operational Plan has been based on our current Corporate Plan using the five themes we
have adopted as a way of categorising our projects.
The significant projects and issues identified have been sourced from:
New initiatives proposed in the 2020/21 budget;
The proposed Capital Works Program; and
Current projects that will continue.
A degree of judgement has been used by the CEO to identify significant projects and issues that
should be included in the Operational Plan that Council will want to monitor on a quarterly basis
during 2020/21. Every new initiative is not included – only the significant ones.
