SPECIAL MEETING AGENDA 10 JULY 2020

Level of service catalogue
The 2020/21 Level of Service Catalogue is attached to this report. For each service activity, we
have identified:
     the service output;
     where that service fits into our organisational structure;
     the relevant links to our budget including cost centre references;
     key statistics for the service;
 other important information such as opening hours, response times to customers, scheduled
      activities, links to asset management information etc;
 key service metrics – these include where possible, a reference to the cost per service; and
 performance measures – for many of our services that are quantifiable in nature, identifying
      performance measures has been relatively straightforward. However, this is more difficult for
      services that don't contain quantifiable measures. The performance measures will to
      continue to develop over coming years.

Unlike previous budget processes, the Level of Service catalogue was not reviewed in detail this
year for two reasons:
(i) time constraints related to the 2020 election resulting in less time to consider detailed budget
      issues after the new Council was sworn in; and
(ii) the impacts of COVID-19 on Council’s financial position meaning that there was less
      opportunity to consider changes to levels of service (primarily increases in any level of
      service).

It is intended to undertake a more comprehensive review of the Level of Service catalogue during
the 2021/22 budget process.

Previous Council Consideration
Special Meeting Minutes, 28 June 2020, Item 4, Page 10
That Council note the report by the Chief Executive Officer to the Special Meeting dated 28 June
2019 regarding the Level of Service Catalogue and:
A. Adopt the Level of Service Catalogue 2019/20 (as provided at Attachment 1 to the report) for
      the purpose of identifying the levels of service for each of the identified service categories.
B. Authorise the CEO to make necessary updates to the Catalogue to reflect the adopted
      2019/20 budget.

Finance
Having a detailed service catalogue provides a more complete picture of the budget to Council and
the community. It identifies what services are being provided at a detailed level. It will also assist
in future budget discussions when Council is considering additions or reductions to service levels
for particular services.

Risks & Opportunities
Having a detailed service catalogue will help Council manage its risk in a more cohesive and logical
way. Decisions in relation to changes to future budgets can be referred back to our service levels
to determine whether or not services should be increased or reduced. It also assists in reducing
risk if any key staff leave the organisation as the expected service levels and key information about
activities are documented for future reference.
