SPECIAL MEETING AGENDA 10 JULY 2020
o Community Development Branch, Community Services Department
The redesign of two positions - Community Development Officer - Arts and Culture and
Community Development Officer (resulting in an increase of .2 EFT) and the redesign
of the Grants Officer position (resulting in a decrease of .4 EFT) as a result of the
financial management of grants being transferred to the Financial Services Branch,
Corporate Services Department.
The overall impact of these changes is a reduction in the EFT of the Community
Development Branch from 5.4 to 5.2 and an increase in the EFT of the Financial
Services Branch, from 9 to 9.4.
o Noosa Community Support (NCS), Community Services Department
As a result of State funding changes, NCS effectively lost 400K of annual funding from
July 2019 onwards. To counter the effects of this lost funding NCS had to reduce
annual expenditure by the same amount in order to operate at a zero-cost level. NCS
has been able to reduce its expenditure levels through a variety of measures including
streamlining its structure. This has occurred through a combination of voluntary hour
reductions and strategically choosing not to replace positions following voluntary
resignations. It is now clear that NCS can operate within the reduced funding landscape
with a reduced EFT level and as such these changes can now be formalised via
changes to the establishment.
The collective effect of these changes is a reduction in the EFT of NCS from 24.9 to
20.27 (a decrease of 4.63 EFT).
It should be noted that for long term comparative purposes, temporary fixed term project
positions are excluded from the EFT however as these positions are essential to the delivery
of major projects and do have budgetary implications, a schedule of these positions is
attached for Council’s information. Salary provision has been made in the proposed 2020/21
budget to fund these positions
There are no redundancies proposed in this budget.
The organisational structure changes in this budget are as follows:
