PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 11 JUNE 2019
REPORT
1. PROPOSAL
The applicant seeks a development permit on land at 27 Attunga Heights, Noosa Heads for a
‘Material Change of Use – 2 Detached Houses, 12 Multiple Housing Units’ and ‘Reconfiguration
of a Lot – 1 into 4 lots plus easement’.
The two Detached Houses are to be located on proposed Lots 2 and 3 within each of the two
nominated building envelopes (refer to Figure 1). No specific house plans have been provided,
however it is proposed the houses be developed in accordance with the following parameters:
3 storey and 12m high;
50% site cover or 40% if 2 or more storeys;
Existing vegetation outside the building envelope area to be retained, enhanced and
protected by a covenant; and
A setback of 10m to the centreline of the creek with balconies that may cantilever up to 3
metres into the creek setback area (applicable to Lot 3 only).
Figure 1: Proposed Site Plan
The 12 three bedroom multiple housing units are to be located on proposed Lot 1 (i.e. refer to
Figure 1). Each dwelling unit is proposed to contain three floors, 2 covered car parks, swimming
pool and landscaping with gross floor areas (GFA) varying between 317m² and 336m².
The dwelling units will be located as close as 2m from the common boundary with the adjoining
Edgar Bennett Avenue road reserve and the public footpath that runs generally parallel to the
site’s western boundary.
The dwelling units are to be accommodated partially on poles to work with the topography and
minimise the need for deep excavation. It is proposed the lightweight construction methodology
results in an improved visual appearance with the buildings sitting lightly on the hill rather than
appearing as one large bulky structure
Roof top gardens, dense landscaping and selected building materials and finishes palette,
inspired by natural materials and existing vegetation on site, are proposed to soften the visual
impact of the multiple housing units from the adjacent Edgar Bennett Avenue road reserve, public
footpath and nearby properties (refer to Figure 2). Trellised fencing and landscaping between
1.5m and 3m width is proposed to soften the visual impact of the multiple housing units from the
adjacent road reserve, public footpath and nearby properties.
