PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 11 JUNE 2019
Lot 4 – 8,543m² (parkland area proposed to be dedicated to Council at no cost to Council);
and
Access Easement – Access from Attunga Heights to Proposed Lot 2 (refer to Figure 5).
Figure 5: Lot Reconfiguration Plan
The applicant’s representative town planner considers that Council should approve the
development in full based on, in part, the following statement:
"At the outset we note the efforts that have been made by the applicant to commission up to date
technical information and assessments that comprehensively respond to the matters identified by
Council in this information request.
We also take this opportunity to reiterate the key principles that have guided the development
proposal and community benefits that will ensue as a result.
This development application seeks approval for partial re-development of the site in line with
development outcomes that are recognised as being consistent with the planning scheme
(residential housing and unit development).
Whilst development is proposed in a slightly different configuration to the zonings on Council’s
planning scheme zoning map, the design of the development has been guided by comprehensive
site specific ecological, engineering, geotechnical and bushfire assessments. Whilst the planning
scheme zoning map showed unit development on some of the most environmentally and slope
sensitive parts of the site (i.e. over the top of the creek), the current development proposal
instead shows development on less sloping land with the lowest ecological values.
The proposed development stands to deliver the following benefits:
a) Dedication of 50% of the site to Council as environmental reserve which will secure the land
in public ownership.
b) Prior to the environmental reserve being dedicated to Council, rehabilitation works will be
undertaken (at the developers cost) to remove weed species and replant native species to
ensure the function of the reserve is enhanced and it will function as an environmental and
fauna movement corridor.
c) The environmental reserve proposed on the subject site will secure an important ecological
link in public ownership between the site, the adjoining Peppers resort and the Noosa
National Park to the south-east.
d) The retention of over 50% of the site for environmental reserve purposes in public
ownership will ensure the predominant ‘treed’ and green visual character of the Noosa Hill
will be protected in perpetuity. 3D renders have been provided to demonstrate the visual
presentation of the proposed development from various important public viewpoints"
(Extract from the applicant's Response to Information Request).
