SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 9 FEBRUARY 2021
Fee Relief during COVID-19 Pandemic
Council has provided substantial fee discounts to permit holders throughout the COVID-19
pandemic, consistent with its approach to commercial permits and leases across the shire during
this time. Discounts may continue to apply depending on the level of ongoing health restrictions
and impacts to tourism and patronage. COVID-19 impacts will continue to be assessed by staff
and appropriate fee discounts applied whilst the pandemic continues.

D. Add a condition to the Beach Equipment Hire Noosa Main Beach permit to ensure the
equipment trailer associated with the permit activity is delivered to Noosa Main Beach
generally before 6:00am in the summer periods (from commencement of September school
holidays to completion of Easter school holidays) and before 7:00am at other times.
Finance
Fee increases are proposed to address Council’s administration costs for the new permits and
achieve an appropriate return. The fees take into account potential direct competitive tension with
local businesses operating under commercial arrangements to ensure a level playing field where
possible. Fee discounts have been applied throughout the COVID-19 pandemic and these may
be further extended, depending on the ongoing pandemic impacts to local business. Further
discounting would impact on Council’s fee revenue and require ratepayer subsidisation.
