SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 9 FEBRUARY 2021
Risks & Opportunities
The Permits are a high profile part of Council’s land management because:
There is a high level of competition between applicants;
The activity locations are highly desirable community land that are well patronised by
tourists and locals; and
There can be conflict between commercial businesses and permit holders providing like
services if there is an impact on commercial businesses leasing premises at commercial
rates. For comparison purposes, adjacent commercial rates on Hastings Street range from
$924/m2 (for outdoor dining permits) to more than $3,000m2 (for commercial premises) per
annum.
The report seeks to address risks associated with the transparency and rigour of the permit
process in line with Council’s regulatory requirements and to avoid complaints from aggrieved
competitors.
