SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 9 FEBRUARY 2021
Our People
In relation to Workplace Health and Safety, our Lost Time Injury Duration results have
generally been stable but we did have a spike in December. The current statistics are also
being affected by one staff member’s long term absence due to an office workplace injury.
Personal leave shows that short-term sick leave (less than 5 days) is at an historic low.
Sick leave taken over 5 days duration is high reflecting some long term illnesses for a
number of staff.
Accrued annual leave has increased as staff are constrained in options to travel for leave
and many staff have also been too busy to take leave (reflecting high workloads). However,
December saw a slight reduction as many staff took Christmas leave but it is still significant
higher than previous years.
Staff turnover was significantly down in the September quarter which is historically the
quarter where many staff retire. However, we have had a number of staff retire in the
December quarter which is part of an ongoing trend for staff renewal with an ageing
workforce. The overall staff turnover remains relatively low compared to other councils.
Our Customers
The number of customer requests has increased and is at an all-time high. This has
presented some challenges with meeting customer requests within the target dates and our
management team is currently refocusing on this issue. New monitoring provisions which
allows for escalation of requests if not addressed within certain timeframes are being
pursued.
While the number of customer requests is increasing, the response time for our front line
staff in answering telephone calls and dealing with matters in the first instance is still very
good.
The KPIs for building information requests and plumbing applications showed declined for
the first part of the December quarter but improved in December. There were a significant
number of applications in this period as a result of Commonwealth government building
stimulus payments and it has taken the branch some time to clear the backlog. The
number of applications for both building and plumbing has continued to the very high as the
New Year has commenced.
Our Finances
Our financial KPIs measure solvency, investment performance and outstanding rates. All
of these KPIs continue to be on track and in particular, there is no significant change in
trend for rate arrears.
Council receives a financial performance report at the end of each month which provides a
more detailed analysis of Council’s financial position. Council receives a detailed report on
Capital Works progress every quarter.
Our Systems and Processes
The use of online services continues to increase year on year. The proportion of payments
continues to be high as cash payments are being limited due to the COVID-19 pandemic.
Previous Council Consideration
Quarterly reports are provided to Council outlining our progress with the Operational Plan.
Finance
The projects within the Operational Plan are reviewed and funded as part of Council’s annual
budget process.
