Dear Assessment Manager
RE: MCU/22/0201 — 34 Elm St, Cooroy — Proposed Car Wash in Cooroy

| am writing in support of the proposed car wash in Cooroy. As a resident of Cooroy since 2015, |
possess a good understanding of the town dynamic and social fabric including how it has grown and
evolved especially over the last few years. Some social additions to the town have been
overwhelmingly positive such as the Adventure Playground and Botanic Garden improvements,
however, there is never going to be a development, without concerns. Therefore, | have attempted
below to offer my opinion across some of the main assessment criteria, as well as considering the
arguments from residents who are opposed.

My background, | worked in a town planning firm on the Gold Coast 15 years ago with a company
called Urban Planning Services — they are still in operation as a leading firm specialising in major
projects. For the last 15 years, | have worked as a Business Broker and run a chamber of commerce. |
am also a nearby property owner at 8 / 13 Kauri Street Cooroy.

My assessment of the project is as follows:-

Amenity — | think the design is tasteful, fresh and in keeping with the amenity of the area. The
softening of the landscaping and well articulated form does not make it look too industrial. It fits with
the character of the location and surrounds.

Demand — Cooroy is significantly busier than several years ago. | believe the timing of this proposal is
an ideal commensurate with the growing need for this service. Furthermore, a Car Wash is an essential
service as a cleaning business. Additionally, there is no other car wash in Cooroy, placing a special
need upon this proposal in particular to be delivered. | feel we are fortunate to have someone
prepared to invest in such a facility that is certainly needed.

Convenience — It is highly inconvenient for me to wash my car at home due to the fact I live ina complex
with no where to do it other than in a busy common area. Hence, | am a car wash user and the closest
one is at Noosaville, where | note there are two approved relatively close together. | used to frequent
the one in the industrial area until the new one went in next to Bunnings. Being on a main road, this
one was more convenient to use. Alternatively, | use the one at the Sunshine Plaza from time to time
which is very good but quite far to commute to. Therefore, having a car wash at Cooroy would be
highly convenient for residents and potentially save them from unnecessary travel.

Location — There should be a great amount of emphasis placed on this point in my opinion. Firstly,
Cooroy is an ideal location for a car wash given the road network and movements of commuters in and
out of Cooroy from neighbouring suburbs. Furthermore, Cooroy | have noticed acts as a de-facto
interchange with north and south bound commuters coming and going on to or off the M1 and into
Noosa or Cooroy itself - in addition to servicing the neighbouring suburbs.

However, | would not suggest that such a facility would be ideally suited somewhere like Pomona,
Cooran or even Eumundi. They have a different character to Cooroy and | don’t believe would have
enough demand either to sustain this business like Cooroy can. Hence, there are two supermarkets at
Cooroy and pretty much everything else other than a Car Wash.

If one then accepts that Cooroy needs this, it is a question of where does it go? In that regard, there
has been one person quite outspoken on social media, trying to convince other residents that it would
be better in an industrial area. | do not agree with this point and in fact | believe that would be a
mistake bringing more traffic into Maple St or Garnet St to get through to the industrial area and it is
a weak argument to even classify same as an industrial business which is typically manufacturing or
product related, not an essential service which should be prominent and easily accessible. Maple St
and Garnet St would be undesirably impacted if Car Wash users needed to transit through this retail
precinct. An industrial location may suit other industrial precincts of the Sunshine Coast such as Kunda
Park which is much larger than Cooroy’s and is not accessed through a business ‘village’.

Fortunately, the current proposal has the facility ideally located for Cooroy in what | would suggest is
a transport sub-precinct, of Cooroy. | say ‘transport’ given the following observations of the subject
site:-

It is located on a main road;

Has a bus stop in front and across the road;

There is a rail station opposite;

There is a carpark opposite with EV charging stations;

There are three main intersections in very close proximity; and

The business is flanked by two service stations and nearby RACQ mechanic.

For the above reasons, | think this proposal, whilst being impact assessable is in keeping with the
existing and long-established land uses being ‘transport’ related. Furthermore, it is highly convenient
to get into and out of a corner block as it presents ‘options’ of ingress/egress in the event Council had
concerns with road safety, congestion etc. In fact, it is so well situated that you can even drive out of
either service station and into the car wash.

Furthermore, that whole strip of businesses for want of a better term, have a drive thru or ‘grab and
go’ feel as they include not just fuel but fast food, bottle shops, newsagency etc. It fits comfortably
and is complementary to other businesses in close proximity. In summary of this point, | would argue
the location ensures that commuters are not having to ‘go out of their way’ and drive to the other side
of Cooroy to get their car washed or outside of town to get their car washed.

Noise — Another weak argument raised which | have seen suggests that it should be rejected by Council
due to excessive noise generated. To this viewpoint | make the following comments:-

1. Noise is created by all businesses so whatever goes on the site is going to create noise;

2. Ido not consider a cash wash to be as a noisy business as it does not use heavy machinery that
is creating loud and repetitive noise;

3. | fail to see how it is any noisier than two services stations, a bus stop, main road and train
station;

4. The site has no adjoining residential; and

5. Nearby residential to the east is significantly buffered by the existing Bowl’s Club.

Hours —| am going to assume the applicant has requested approval for 24 hour operation which most
car washes are. If this is the case, there is precedent for same within the complex where | live, which
is in fact surrounded by residential housing. This was approved years ago and | have not witnessed
any reasonable objection to same in my time as a resident living literally metres away. The effect of a
24 operation is actually beneficial as it serves the part of the workforce that does not work inside
business hours. Cooroy also has many shift workers and whether employed by the private or public
sector, they need essential services available to them 24 hours. They also need them located
conveniently.

Environmental — My understanding is that their name incorporates the words ‘Eco-Friendly’.
Presumably this would be a desirable outcome and win for the region as it is consistent with Noosa’s
point-of-difference and enviable status as a recognised biosphere. So, if the applicant is backing up
the ‘eco-friendly’ with water efficient systems, non-toxic effluent, solar and other energy efficient
measures, it would in fact be a highly desirable business model and preferential for residents to use as
opposed to washing vehicles at home, unaware of the effects of same. If this can be done in a non-
harmful, low impact way, that is controlled and presumably regulated by way of the permit conditions,
this is another desirable outcome for the community.

Economic — As the only car wash in the area, | see the business thriving and supporting locals through
employment opportunities. There is also significant cost savings for local residents and businesses
who would utilise this essential service without incurring the time and fuel cost of travelling further
afield.

Thank you for your consideration of my submission in support of the proposed MCU development.

Regards
