Traffic Impact Assessment
Noosa Civic Expansion
Figure 4-2 Existing Noosa Civic Door Counts (Saturday)
From the analysis of the door count information, a factor was devised to apply to traffic counts taken at
Noosa Civic, in order to determine an 85th percentile traffic generation for the existing Noosa Civic. The 85th
percentile traffic generation of the existing Noosa Civic is shown in Table 4-1.

4.1.2 Proposed Expansion Generation
It is generally accepted in the RTA “Guide to Traffic Generating Developments” (GTGD) and other traffic
generation guides, that the greater the floor area of a shopping centre, the lower the traffic generation is per
unit of floor area. This is due to a number of influencing factors such as the better provision of public
transport facilities at larger centres, increased likelihood of combining multiple trips into one, and increased
likelihood of car-sharing.
The RTA GTGD provides a table of traffic generation rates for shopping centres dependant on the size of the
shopping centre. This data can then be extrapolated into a curve to determine the traffic generation of a
particular size shopping centre.
Differences in trading patterns between New South Wales shopping centres and Queensland shopping
centres occur due to differing take ups in public transport, differing trading hours, and the locality of the
shopping centre. Therefore generalised traffic generation rates, and curves such as the RTA traffic
generation for shopping centres, should be calibrated to local conditions.
Using the 85th percentile traffic generation rates for Noosa Civic determined in section 4.1.1, the traffic
generation curve specified in the RTA GTGD has been calibrated to account for the traffic patterns identified
at Noosa Civic, through surveys and observations.
