Traffic Impact Assessment
Noosa Civic Expansion
4 Traffic Generation
4.1 Noosa Civic Traffic Generation
To determine the traffic generation potential of the proposed Noosa Civic expansion, Cardno has examined
a number of data sources:
> Traffic counts of Noosa Civic and the surrounding network recorded on Thursday 31 July 2014,
and Saturday 2 August 2014
> Daily door-count data for the year 2013
> RTA Guide to Traffic Generating Developments research.
The traffic generation of the existing Noosa Civic site was used to calibrate standard RTA retail development
rates. Using these calibrated rates, the traffic generation potential of the proposed Noosa Civic expansion
has been determined.
Since the existing Noosa Civic and the proposed expansion combine a mix of shopping centre uses (retail,
retail showroom, and commercial) all operating within a single centre, the traffic generation rates used herein
have combined the areas of all components. This will represent a conservative approach.
4.1.1 Existing Traffic Generation
In order to determine the traffic generation potential of the existing Noosa Civic site, traffic counts were
performed on each of the entrances to the site on 31 July 2014 and 2 August 2014, in addition to counts
performed on the surrounding road network. Comparing these counts to the centre size would give a
representative traffic generation of the site for a given day in July/August.
To consider the seasonal fluctuations of the Noosa Civic site, Cardno has reviewed the daily door count data
for Noosa Civic for the year of 2013. Using this data, the average trading volume for Thursdays and
Saturdays in July/August was compared to the yearly 85 th percentile trading volume on Thursdays and
Saturdays. Figure 4-1 and Figure 4-2 below show the annual trading patterns, average trading volume for
July/August, and the 85th percentile trading volume for the existing Noosa Civic.
