Traffic Impact Assessment
Noosa Civic Expansion
At Intersection 2 (Eumundi-Noosa Road/Rene Street) the impact of the potential commercial office scenario
is to cause the degree of saturation (DOS) to reach 0.86 at the 2028 Saturday design horizon. Whilst this
DOS exceeds the desirable DOS (0.85) for a roundabout, it would be illogical to propose an upgrade for the
following reasons:
> capacity is exceeded by only a marginal amount at a 2028 design horizon
> additional capacity is likely to require removal of the roundabout and installation of traffic signals,
and this is a very substantial set of upgrading works
> the assumed 7,000sq.m of commercial office is at the upper end of the range suggested by Urbis
> this analysis result is based on a conservative assumption that the commercial office may be
closed.
Therefore, it is considered that the potential addition of up to 7,000sq.m of commercial office is unlikely to
require additional road traffic infrastructure/upgrading, beyond that identified for the subject development
proposal.
