Traffic Impact Assessment
Noosa Civic Expansion
7 Parking
7.1 Existing Car Parking Operation
The current Noosa Plan has a required parking rate for retail uses of 1 space per 20sq.m of use area (up to
100sq.m) plus 1 space per 15sq.m of use area (beyond 100sq.m). This represents a rate of approximately
6.66 spaces per 100sq.m for a retail centre size of 20,000sq.m use area. Based on previous experience, the
Noosa Plan rate is considered excessive, hence a more appropriate rate has been investigated.
A car parking survey was undertaken by TTM on Thursday 14 February and Saturday 16 February in 2013.
The existing car parking demand rates were calculated based on the car parking occupancy obtained by the
survey and the occupied gross lettable area (GLA) of the existing Noosa Civic at the time of survey.
Table 7-1 summarises the findings of the surveys.

For the retail component of the development, the 90th percentile car parking demand based on an annualised
profile was then determined from the 2013 annual pedestrian door count data combined with the car parking
rates determined from the TTM surveys. Based on the surveyed demand of the existing Noosa Civic, and
survey data of other centres, the Noosa Plan rate is considered to be excessive and inappropriate. For the
showroom and commercial components of the development, the car parking rates within the Noosa Plan are
used, therefore the adopted rates for the Noosa Civic development are stated in Table 7-2.
Table 7-2 Adopted Car Parking Demand Rates
Land Use 90th%ile Car Parking Demand Rate
Retail (as per surveyed demand) 4.5 spaces per 100 sq.m GLA
Showroom (as per Noosa Plan) 1.0 space per 50 sq.m GLA
Commercial (as per Noosa Plan) 1.0 space per 20 sq.m GLA
The car parking requirement for the existing Noosa Civic was determined using the adopted car parking
rates. Table 7-3 summarises the number of car parking spaces required at the existing Noosa Civic against
the actual number of car parking spaces supplied. It shows that the actual supply of car parking spaces
provided is in excess of the required car parking by 187 spaces.
