with the proposed dwelling house. The secondary dwelling is subordinate to the main
dwelling and is to be used for permanent residential living and not short-term
accommodation. The development contributes to housing choice, is consistent with a low
density residential character of the area and has sufficient parking. The proposal complies
with PO3.
• Services and utilities PO5 - The development is not connected to reticulated services with
onsite disposal to be maintained and rainwater tanks to be provided. The proposal will be
serviced via onsite rainwater collection and onsite effluent disposal. Stormwater for the
proposal will be discharged to Grady Street in a controlled manner. The proposed
development meets PO5.
• Landscaping PO6 - The proposed development comprises 531m² of building area and
approximately 121 m² of additional graveled surfaces (including driveway access and
internal pathways), resulting in a total area of 652 m², or 48% of the site. This leaves 52%
of the site available for soft landscaping. Accordingly, the proposal complies with AO6,
which requires a minimum of 20% of the site area to be provided as soft landscaping.
• Carparking PO7 - AO7 requires car parking to be provided in accordance with Table 9.4.1.4
of the Driveways and parking code, which requires a total of three (3) spaces for a dwelling
house, including a secondary dwelling. The proposal includes a shed and carport which
provides three (3) covered parking spaces. The proposal complies with AO7.
• Access design – PO8, PO9, PO10 and PO11 - The proposed access design seeks to
establish a driveway and crossover in accordance with Council’s standard drawings RS-056,
as indicated on the proposal plans. Grady Street is a limited access roadway, and the design
of the crossover has been sited and located to provide the best access into the site and will
not compromise the use of the roadway or affect other infrastructure. At this stage a
compacted gravel driveway is being proposed given that Grady Street is essentially an
unformed roadway and will not cause an unacceptable dust nuisance or increased offsite
stormwater flows.
The proposed development complies with the Low Density Housing Code. To the extent there
is any non-compliance, which is not intended, reasonable and relevant conditions could be
imposed.

• Development in Hinterland Villages Local Plan Area:
o PO1 - The proposed dwelling house is consistent with the established character of the
Hinterland Village, which predominantly comprises residential activities and low density

sustainable communities by providing permanent residential accommodation that
reinforces the residential fabric of the locality and complements the limited mix of
