• PO21 - Building design and streetscape - The proposal seeks to establish a dwelling
house, which will maintain the character and amenity of the area. The surrounding
development typically includes residential development primarily included within the Low
Density Residential Zone. The importance of the presentation of the church to Hall Park is
being maintained and is not being changed.
• PO29 – Safety and amenity - Given the proposal seeks to establish a dwelling house,
rather than land uses typically associated with community activities, it is not considered
reasonable to require any acoustic fencing. The proposal does not seek to introduce a land
use that would generate adverse noise impacts.
While the proposed development is not for a community use, the dwelling use has been
specifically identified as being suitable for the site and compatible with the existing church
structure (discussed below under the Heritage Overlay). When the planning scheme is read as
a whole, the proposed development is appropriate for the site and meets the specific planning
intent to provide a dwelling by reusing the existing church building.
6.3 Low Density Housing Code
The most relevant performance outcomes under the Low Density Housing Code are addressed below:
• Location PO1 - The proposal seeks to establish a dwelling house and secondary dwelling
on the subject land. Despite not being included within a residential zone, the recent
amendments to the planning scheme specifically identify the subject land as being suitable
for a dwelling. The proposed dwelling and secondary dwelling will provide for a high level
of amenity for occupants and will maintain the amenity and privacy of neighbouring
properties. Further, the development is consistent with the character and streetscape of the
local area. The proposed development complies with PO1.
• Housing Choice PO3 - The proposed secondary dwelling has a Gross Floor Area (GFA) that
does not exceed 65m2, has no more than 2 bedrooms and will only be used in association
