compatible with the surrounding residential activities. The proposal satisfies the purpose and
outcomes sought by the Hinterland Villages Local Plan Code.

   6.5 Heritage Overlay Code

The most relevant overlay code relating to the proposed development is the Heritage Overlay. The
existing church is designated as a Local Heritage Place but is not a matter of State heritage
significance. The subject land and church are included on the local heritage register, as shown in
   Figure 7.

Material change of use involving a local heritage place:

   • PO1 – The performance outcome requires development is compatible with the cultural heritage
significance of the Local Heritage Place. Prior to the lodgment of the proposed development
application, advice was sought from Councils Heritage Advisor (see Attachment 2).

The proposed design is compatible with the cultural heritage significance of the former church
building. All character-defining features, including the original rectangular footprint, steeply
pitched gable roof, lancet-style window openings, inter-war bungalow detailing, entry porch,
timber cladding, and lightweight construction are retained and remain the visually dominant
       elements on the site.

Importantly, the new building work, including the internal fit out and new covered open deck
area towards the rear, have been designed to respect these elements through sympathetic scale,
form, materiality, and sitting, ensuring no adverse impact on the significance of the Local Heritage
Place. In particular, the streetscape appearance of the church remains the same when viewed
from the adjacent land comprising the Kin Kin School of Arts located at 50 Main Street. There is
no change to the existing façade, walls, roof or windows of the local heritage design features.

The changes being made to the annex and the proposed secondary dwelling and garage have
no bearing on the Local Heritage Place. The proposed development complies with PO1.
