Town Planning Report - 3 Grady Street Kin Kin
• PO2 - The proposal involves the adaptive reuse of the building for a dwelling house, a land use
that is compatible with the character of Kin Kin Village and includes a design that responds to
the building’s scale, layout, and materials. This reuse supports the ongoing conservation of the
heritage place by ensuring the building is maintained, occupied, and integrated into the
proposed dwelling house use. No change is made to the entry area and main floor area of the
church and the elevated alter area or windows, as specifically suggested by the heritage advisor.
The proposal does not compromise the structural integrity or significant heritage values and
provides a long-term conservation outcome consistent with the intent of PO2.
The proposed development will maintain the Local Heritage Place with the building design changes
being sympathetic and compatible. The proposed development complies with the Heritage Overlay
Code.
7 Infrastructure Charges and External Works
Given the proposed development is for the purpose of reusing the existing church on the site,
consistent with the intent of the planning scheme, it is not expected that any infrastructure charges
would be payable and would not be reasonably required in the circumstances. The use of the site as
a dwelling and secondary places less demand on any infrastructure network.
In accordance with previous discussions, having regard to the nature of the use, it is not reasonable
to require the upgrading of Grady Street. This is because the proposed development makes use of
the existing church, while also maintaining the status of the Local Heritage Place. The effective reuse
of the existing church as a dwelling is an appropriate town planning response in the circumstances.
A requirement to upgrade the frontage would be unreasonable in the circumstances and would
burden and potentially hinder the adaptive reuse of the existing church building.
8 Conclusion
The proposed dwelling sensitively adapts and retains the former St Luke’s Church in a manner that
meets the purpose and outcomes sought by the Community Facilities Zone Code, Low Density
Housing Code, Hinterland Villages Local Plan Code and Heritage Overlay Code. Critically, the
proposal ensures all significant architectural features, form and setting of the existing church are
preserved.
The development provides a compatible and sustainable reuse of the existing church that supports
the ongoing conservation of the Local Heritage Place, whilst establishing a new land use that is
compatible with this setting in the Kin Kin Village. The overall consistency with both the Community
Facilities Zone Code and the Low-Density Housing Code delivers a low-impact residential use that
maintains the existing low-scale character and amenity of the area. Further, the development
provides for new building and structures that are sympathetic to and integrated with the Local
Heritage Place. The development accords with the Hinterland Villages Local Plan Code by reinforcing
the small-scale rural-village character of Kin Kin, supports local housing need and provides for
improved choice, and generally contributes positively to the village’s identity and sense of place.
The proposal achieves a well-integrated outcome that aligns with the planning scheme and ensures
the long-term protection and contribution of the Local Heritage Place for the benefit of the local
community.
