Town Planning Report - 3 Grady Street Kin Kin
2 Introduction
This proposal seeks a development approval for a Material Change of Use for a Dwelling House,
including a secondary dwelling and associated garage and carport at 3 Grady Street Kin Kin.
The site is currently improved by the former St Lukes Church of England, constructed in 1926
and deconstructed in 2021 and is designated a Local Heritage Place under the Heritage overlay.
The planning scheme has been recently and deliberately amended to allow for the
establishment of a dwelling on the land, by adapting and maintaining the existing church
building. This is despite the land being retained within the Community Facility Zone.
The development application retains and makes use of the existing church forming part of the
dwelling with minimal changes being made to the existing structure. No changes have been
made to the presentation of the church to key public spaces about the site, with a separate
secondary dwelling provided close to Grady Street.
3 Development Proposal
The proposed development seeks to convert the existing church and annex along the western
boundary to a dwelling. Further, provide for a secondary dwelling that is separated from the
dwelling but containing an interconnecting pathway. A copy of the proposal plans is provided
as Attachment 1.
The site is quite constrained by slope towards the rear and facing Grady Street, which is a
gravelled roadway with some vegetation within the road reserve fronting the site. There is no
sealed access from Grady Street into the site, with the existing shoulder area also being
unformed and quite steep.
The key changes to the existing church to establish the proposed dwelling include the
following:
• No change to the presentation of the former church when viewed from Hall Park this
being the primary frontage
• A roofed unenclosed deck at the rear of the church
• A patio added to the annex with a side boundary setback of 1.5m to the outermost
projection (OMP)
• Changes to internal floor plan consisting of a bedroom, dining, living area, bathroom,
kitchen, and laundry
• No increase in the height or other changes to the existing building or change to the
materials used
• No changes made internally to the church structure other than the inclusion of a kitchen
with the former alter area and main body of the church, entry, and windows to remain
as existing (refer Demolition Plan - Attachment 1)
• A shed and carport with a side boundary setback of 1.5m to the eastern side boundary
and a road boundary setback of 3.0m to the Grady Street boundary, with provision for
three (3) parking spaces
• Provision of two (2) 22,500 L water tanks given the site is not connected to reticulated
services; and
