EXECUTIVE SUMMARY
•    This report provides a recommendation for the contract award of the preferred contractor for
     Contract No. T000071 for Design and Construct of McKinnon Drive Community Sports
     Facility Replacement.
•    This is a lump sum price contract that will include all materials and services required for the
     detailed design and construction of the project.
•    In accordance with Council procurement policy and procedure, an Invitation to Tender (ITT)
     was initiated and attracted one (1) response considered compliant for further assessment.
•    The tender evaluation panel completed the evaluation process and considered Murphy
     Builders Qld Pty Ltd to be most advantageous to Council, representing value for money as
     evidenced by an independent Quantity Surveyor.
•    The anticipated construction completion date is June 2023.
•    Multiple Funding Sources Building Better Regions Fund (BBRF), Local Government Grants
     and Subsides Program (LGSP), South East Queensland COVID Stimulus Program
     (SEQCSP), QLD Cricket and Council (including ZEN Initiative)

RECOMMENDATION
That Council note the report by the Buildings and Facilities Coordinator to the General Committee
Meeting dated 24 October 2022, and award Contract No. T000071 for design and construction of
McKinnon Drive Community Sports Facility Replacement to Murphy Builders Qld Pty Ltd for the
lump sum price of $1,871,877 (excl. GST).

REPORT
1.      Background
Council has recently demolished a facility at this location and completed architectural concept
designs for a replacement facility. The Council sought a design and construct tender for a compliant
and accessible multipurpose community facility in line with contemporary standards that will meet
current and future demands for the sporting complex.
This replacement facility will consist of four change rooms, kitchen space, six unisex spectator
toilets, umpire/first aid room, storage area and large multi-purpose undercover area (including 2
pickleball courts). It is recommended to construct the entire facility in one contract to maximise
time and financial efficiencies.
The site is located at Noosa District Sports Complex, 31 Butler St, Tewantin, with road access from
McKinnon Drive (refer Figure 1).
