EXECUTIVE SUMMARY
The organisational establishment and status of long-term temporary project positions is regularly
reported to Council as part of the annual budget adoption and mid-year.
The purpose of this report to inform Council of recommended changes to the organisational
structure which if adopted will increase the number of permanent Full Time Equivalent (FTE)
positions by 21.2 from 394.91 to 416.11.
These recommended changes relate to:
• The review of long-term temporary project positions resulting in the conversion of 21
temporary roles to permanent roles which will increase the permanent FTE by 20.2
• The creation of two new permanent full-time positions in the Development Assessment
Branch and the ICT Branch
• The creation of two new long-term temporary project positions in the Community
Development Branch and the Development Assessment Branch.
• The review of casual positions within Community Facilities i.e., Noosa Leisure Centre, Noosa
Aquatic Centre and Noosa Community Support resulting in the creation of 20 permanent
roles and the conversion of an equivalent FTE of casual positions. These changes will not
increase the permanent FTE as the casual positions have ongoing funding and a
proportionate FTE in the permanent establishment.
• The review of casual Customer Service Officer positions in the Customer Service Branch
which recommends the increase the existing hours of 2 permanent part time positions in lieu
of the casual FTE provision. These changes will not increase the permanent FTE of the
branch as the casual positions have ongoing funding and a proportionate FTE in the
permanent establishment.
• Structural changes within the Infrastructure Services Department including:
o The redesignation of the Civil Operations Branch to Civil and Asset Operations.
o The transfer of the Asset Management function into Civil Operations.
o The abolishment of two vacant positions in the Asset Management function.
o The creation of the new position of Roads Infrastructure Coordinator (Civil Operations).
o The change in reporting lines of administrative positions within the department to report
to the Administration and Disaster Management Support Officer in the Director’s Office.
• The transfer of the permanent full-time position of People and Culture Systems Officer,
People and Culture Branch to the ICT Branch.
RECOMMENDATION
That Council note the report by the Director Executive Services to the General Committee Meeting
dated 24 October 2022 and adopt the Noosa Council organisational structure as set out in
Attachment 1 to the report.
