GENERAL COMMITTEE MEETING AGENDA 24 OCTOBER 2022
REPORT
The proposed organisational structure (refer Attachment 1) identifies current Full Time Equivalent
(FTE) positions for each Department and Branch. The FTE is used as a unit of measure which
shows how many total full-time employees or part time employees add up to a full-time position.
Once adopted by Council it cannot be changed without a Council resolution. The detailed
structures within branches can be amended by the CEO provided the total permanent FTE is not
changed. This gives management the flexibility to fine tune the detailed structure depending on
operational requirements.
The last review of the organisational structure was reported to the Council Special Meeting on 28
June 2022. At that time there was an increase in the permanent establishment from 386.71 to
394.91 or 8.2 FTE.
This report recommends an increase in the permanent organisational establishment of Council
from 394.91 to 416.11 FTE (an increase of 21.2 FTE) because of:
• The review of long-standing temporary project positions and casual positions resulting in the
conversion of 21 temporary and casual positions to permanent.
• The creation three new permanent positions in the ICT Branch, Development Assessment
Branch and the Asset and Civil Operations Branch.
• The review of casual positions in the Noosa Aquatic Centre, Noosa Leisure Centre, Noosa
Community Support and Customer Service Branch.
• The restructure of the Civil Operations Branch to incorporate the Asset Management function
and the abolishment of two positions in the Asset Management function.
• The transfer of the position of People and Culture Systems Officer, People and Culture
Branch to the ICT Branch.
Details of the recommended changes follow.
Review of Existing Temporary Project Positions
The review of long-standing temporary and casual project positions identified 21 positions (or 20.2
FTE) for which there is an ongoing operational need beyond their project terms. Many of these
positions have been extended more than once to support the delivery of council services, progress
the implementation of Council strategies and to meet consistently high workloads. These positions
are marked “convert to permanent” in Attachment 2. As a result, the permanent establishment
of the relevant branches and departments will increase by 20.2 FTE. The remaining 37 long
standing temporary positions will remain on the basis that their terms will end at the completion of
projects or the fulfilment of grant obligations and completion of capital projects. The positions will
continue to be monitored by the Executive Team and reported to Council twice yearly.
New Permanent Positions
The creation of two new permanent full-time positions in the ICT Branch and Development
Assessment Branch is recommended which will increase the permanent establishment of the
branches and departments by 2 FTE. The purposes of these positions and funding sources are
identified in the following Table.
