Operations) resulting in an increase of 1 FTE.
• The change in reporting arrangements for administrative positions within the Infrastructure
Services Department to report to the Administration and Disaster Management Support
Officer in the Director’s Office.

Previous Council Consideration
Special Meeting 28 June 2022 Item 7, page 10
That Council note the report by the Director Executive Services to the Special Meeting dated 28
June 2022 and adopt the Noosa Council Organisational Structure as set out in Attachment 1 to the
report.
Finance
The proposed changes to the organisational structure for temporary positions converted to
permanent will be funded on the following basis:
• 2022/23 budget: No implication as these positions are already identified in the budget and
funded from existing revenue sources
• 2023/24 Budget Onward: No additional revenue and funding implications as these positions
are already funded. The conversion to permanent also in turn permanently allocates the
funding to these positions and cannot be reallocated to other projects.
The proposed changes to the organisational structure for new positions (both temporary and
permanent) will be funded on the following basis:
• 2022/23 budget: No implication as savings from existing vacant positions will be utilised.
• 2023/24 Budget Onward: New positions supporting fee generating activities will be funded
through a review of fees and charges, with all other new positions funded through General
Rates.
Risks & Opportunities
Temporary maximum term positions provide flexibility for Council particularly in the delivery of
significant projects which require specialised skills and experience. Casual employment also
provides flexibility for Council, especially for service areas where resourcing requirements vary
depending on the demand for Council services and from season to season.
The review of longstanding temporary and casual positions was undertaken in consideration of:
• The ongoing business need and continuity of the role.
• The terms of the positions and periods of extensions.
