2. THE PROPOSAL 2.1. OVERVIEW The Development Application seeks approval for a Development Permit for Material Change of Use for an ‘Undefined Use’ for the Noosa Marketplace which comprises an integrated mixed-use precinct for a range of uses. The proposal is an integrated mixed-use development, involving a catalytic function of the large format retail showroom as anchor to support ‘finer grain’ uses and to provide a diversity of customers and visitors to the site. The proposed Noosa Marketplace will involve a range of mixed-use tenancies over 4 buildings. The design of the development will complement the surrounding land uses and provide additional product variety and employment opportunities for the area. 2.2. LAND USES AND BUILT FORM The proposal represents a high-quality design outcome into the context and site characteristics of Noosaville locality and Shire Business Centre zoning. The proposal will provide a range of services that supports the general public needs and enhances consumer choice. The proposal is characterised by 2 anchor tenancies and 23 smaller tenancies with varied external façade treatments and finishes. The architectural design of the development will comprise up to a total of 25 tenancies, comprising a mixture of large format retail, business/ retail incubator, co-working office facilities and food & beverages. Given the large extent of the site area, the proposed showrooms and tenancies have the ability to incorporate innovative and spacious large format retail and mixed-use business / retail tenancies. The proposed buildings will provide significant pedestrian walkways with awning structures at the main building frontages and along the entries to each tenancy. Views of the development are included within Figure 7 below. The site has high exposure to the entry of Hofmann Drive and the development adopts innovative urban design and landscape treatment and shade areas along the street frontages, setback areas and within the car parking areas. The proposed refined architectural design offers a variety of tenancies across the site. This enhances a comfortable environment and walkability for the users within the centre and connecting to the adjoining shopping and retail precincts along Hofmann Drive. The land use mix seeks to continue the intent of the Desired Environmental Outcomes (DEOs) by providing large format retail, business and office use, food and beverages as transitional land uses between the adjacent industry and the core of the Shire Business Centre Zone. The mixed uses allow for street activation of Hofmann Drive and internally throughout the building layout.
